<content:encoded><![CDATA[<p>At a recent <a href="http://www.americanprogressaction.org/events/IAR.html">Internet Advocacy Roundtable</a>, held monthly at the <a href="http://www.americanprogress.org/">Center for American Progress</a>, Professor David Perlmutter from University of Kansas, and author of <a href="http://www.amazon.com/Blogwars-Political-Battleground-David-Perlmutter/dp/0195305574">Blog Wars</a>, said of blogs, "They are becoming the rough draft of history."</p>
<p>I don't know if that is a phrase he came up with, or if its been kicked around for a while, but it really stuck with me. For so long history has been written (and consequently determined, to an extent) by the powerful. Those with wealth, education and money were the ones who got to shape the "official" history.</p>
<p>But as social media becomes increasingly available, the number of voices and the number of narratives is increasing as well.</p>
<p>This is not to say, obviously, that all the voices and narratives are being represented - indeed social media is still available to the relative elite. But there is no doubt that there are people and groups who are getting their histories recorded in new and exciting ways.</p>

<p>But giving these stories voice does more than just represent a people. It can expose the greater stories that we all share. In a fabulous article called <a href="http://www.communityarts.net/readingroom/archivefiles/2005/01/the_story_revol.php">The Story Revolution, Arlen Goldbard</a> points out that we all share some basic human events - these are what Isaiah Berlin calls "the clear layer." But beneath that is the "much thicker 'dark layer' which is a name for the aggregate of our little stories."</p>
<p>"You can generalize effortlessly based on the clear layer: That's where social and historical theories are propounded, .... But if you really want to understand something, you have to be willing to spend time in the dark layer, with its multitude of little stories."</p>

<p>The <a title="Comcast to Place Cap on Internet Downloads" href="http://www.nytimes.com/2008/08/30/technology/30comcast.html?_r=1&#38;ref=technology&#38;oref=slogin" target="_blank">New York Times recently reported </a>that beginning on October 1, 2008 Comcast will limit residential Internet usage at 250 gigabytes of bandwidth per month. According to a Comcast spokesperson, the 250 GB limit should have little effect on typical Internet users, who only use two to three GB each month. Comcast subscribers who exceed the cap will be notified, but will not be immediately disconnected or charged for going over this limit.</p>
<p>If you're like me, the amount 250 GB is difficult to quantify. What does that mean? 250 GB equals approximately:<strong> </strong>fifty million emails, 25,000 hi-resolution digital photos, 62,500<strong> </strong>songs<strong> </strong>or 125<strong> </strong>standard definition movies per month. Although this seems like a lot, the numbers are different when we're talking about gaming and HDTV. For example, 250 GB a month equals four hours of HDTV a day. <a href="http://gigaom.com/2008/08/28/comcast-makes-metered-broadband-official-beware-what-you-download/" target="_blank">According to GigaOM</a>, with HD, a two-hour movie consumes about eight GB, while live sports events, etc., when watched in higher quality can take up some thirteen GB. The 250 GB limit feels less generous when you consider that it includes both uploads and downloads. And if you live in a multi-person household, then 250 GB starts to seem downright skimpy.</p>
<p><em>[As side note: Rival cable provider <a href="http://www.tmcnet.com/usubmit/-comcasts-answer-downloaders-monthly-limits-/2008/08/30/3626112.htm" target="_blank">Time Warner has proposed a plan</a> to impose a 40 GB limit on monthly use and to charge users who exceed the allotted bandwidth.]</em></p>
<p>But, why the cap?  As <a href="http://www.pcmag.co.uk/vnunet/news/2225021/comcast-outlines-plan-caps" target="_blank">PC magazine explains</a>, cable modem users share a common local line, so heavy traffic can slow speeds for multiple users. Comcast claims that the caps will prevent one user from slowing download speeds for everyone in the neighborhood. However, <a href="http://gigaom.com/2008/08/28/comcast-makes-metered-broadband-official-beware-what-you-download/" target="_blank">critics of the cap suspect a different motive</a>: capping Internet use will ensure that cable TV subscriptions and subscriptions to premium services, such as Comcast's Video-on-Demand, do not falter in an increasingly crowded marketplace for online entertainment. In essence, the cap serves as self-protection against rival services like Hulu, NetFlix, and Amazon On-Demand.</p>
<p>This announcement by Comcast comes just weeks after the Federal Communications Commission (FCC) ruled that Comcast had <a href="http://news.cnet.com/8301-13578_3-10004508-38.html?tag=mncol;txt" target="_blank">violated the law</a> by throttling BitTorrent transfers, marking the first time any broadband provider has been found to violate Net neutrality rules. The FCC ordered Comcast to cease-and-desist the filtering of peer-to-peer (P2P) transfers, and required Comcast to disclose their traffic management plans to consumers. Comcast has claimed that there is no link between the cap and the FCC's ruling.</p>

The standard for the name “mushroom” is the cultivated white button mushroom, Agaricus bisporus, hence the word mushroom is most often applied to fungi (Basidiomycota, Agaricomycetes) that have a stem (stipe), a cap (pileus), and gills (lamellae, sing. lamella) on the underside of the cap just as do store-bought white mushrooms. <blockquote><p>Back in May I <a href="http://www.dslreports.com/shownews/Comcast-Considering-250GB-Cap-Overage-Fees-94185">broke the news</a> that in addition to throttling back high-consumption users to "<a href="http://www.dslreports.com/shownews/97130">DSL like speeds</a>," Comcast was considering implementing a 250GB monthly cap as part of their shift toward "protocol agnostic" network management. Despite consumer grumbling, that plan is in fact now moving forward. Sources tell me that Comcast will officially announce that they're implementing this new system starting October first.</p>
<p>...</p>
<p>"The intent appears to be to go after the people who consistently download far more than the typical user without hurting those who may have a really big month infrequently," says an insider familiar with the project, who prefers to remain anonymous. "As far as I am aware, uploads are not affected, at least not initially." According to this source, the new system should only impact some 14,000 customers out of Comcast's 14.1 million users (i.e. the top 0.1%).</p>
<p>While we won't be sure this is still the case until we see Comcast's plan, the original source indicated that Comcast was considering giving customers one "freebie" every twelve months in regards to the cap. In other words, you'd be able to consume more than 250GB once a year, but consecutive months with violations would result in you getting a wrist slap. Obviously there's lots of questions here, not least of which are whether Comcast's own content counts against the cap, or whether customers will be provided with a usage meter.</p>

<p>Since this article was originally posted on August 28, Comcast's own site has confirmed this hard limit:</p>
<blockquote><p>We've listened to feedback from our customers who asked that we provide a specific threshold for data usage and this would help them understand the amount of usage that would qualify as excessive. Today, we're announcing that beginning on October 1, 2008, we will amend our Acceptable Use Policy (AUP) available at <a href="http://www.comcast.net/terms/use/">http://www.comcast.net/terms/use/</a> and establish a specific monthly data usage threshold of 250 GB/month per account for all residential customers.</p>
<p>250 GB/month is an extremely large amount of data, much more than a typical residential customer uses on a monthly basis. Currently, the median monthly data usage by our residential customers is approximately 2 - 3 GB. To put 250 GB of monthly usage in perspective, a customer would have to do any one of the following:</p>
<ul>
<li>Send 50 million emails (at 0.05 KB/email)</li>
<li>Download 62,500 songs (at 4 MB/song)</li>
<li>Download 125 standard-definition movies (at 2 GB/movie)</li>
<li>Upload 25,000 hi-resolution digital photos (at 10 MB/photo)</li>
</ul>

The company will, effective October 1, limit all residential connections to 250 GBs a month. In their release, Comcast reasoned that the data cap would be more than ample for the average user, amounting to roughly 50 million emails, download of 62,500 songs, 125 standard-def movies, and upload of 25,000 hi-res photos, individually and exclusively.</p>
<p>Their explanation, however, fails to acknowledge that many users utilize a wireless network which could possibly be shared by a multitude of devices. The millions of emails and thousands of songs a user could download become increasingly small when divided amongst several devices. Nevertheless, Comcast maintains that 99% of residential users will be unaffected by the new data caps</p>

<content:encoded><![CDATA[<p>EU:s gemensamma jordbrukspolitik, CAP, ær en av de mest omdebatterade delarna av unionens verksamhet.  Fræmst Frankrike, men æven Polen och Grekland har varit starka førespråkare før fortsatta stødåtgærder till jordbruket. Storbritannien och Sverige hør till de lænder som velat minska eller helt ta bort støden.</p>
<p>Hur mycket pengar rør det sig då om? Ungefær 50 miljarder euro, eller 100 euro per EU-invånare går varje år till jordbruksstød i olika former. Sverige betalar 145 euro per innevånare och år, men får bara tillbaka 103 i stød till svenska lantbrukare.</p>
<p>De två størsta mottagarna i Sverige ær med god marginal Danisco Sugar och Arla Foods, men vardera øver en miljard kronor i stød sen år 2000. Størsta offentliga mottagare ær Lænsstyrelsen i Væstra Gøtaland med 156 miljoner kronor.</p>

<content:encoded><![CDATA[<p>En estos años, hay varios servicios telefónicos de casa que por hacerles un pago mensual fijo podemos hablar todo el tiempo que deseemos a nivel local o nacional.</p>
<p class="MsoNormal"><span lang="ES-TRAD">Esos planes son efectivos. Lo mismo pensamos de nuestros <strong><em>proveedores de servicio Internet</em></strong> (ISP, <strong><em>Internet Service Provider</em></strong> en inglés). Nos permiten navegar en nuestras computadoras todo el tiempo que queramos para charlar mediante Yahoo Messenger, ver videos por YouTube, bajar películas y juegos a nuestras computadoras y consolas de videojuegos como el PlayStation 3 o el Wii, actualizar nuestros sistemas operativos Windows y demás aplicaciones, pero todo esto podría cambiar. Hasta ahora, el único límite ha sido la velocidad Internet elegida por los usuarios. <!--more--><br />
</span></p>
<p class="MsoNormal"><span lang="ES-TRAD"> </span></p>
<p class="MsoNormal"><span lang="ES-TRAD">Con los teléfonos no móviles en nuestros hogares, nadie nos pone un límite a nuestras conversaciones. Entonces, ¿porqué poner límites a nuestras conexiones de banda ancha de Internet? Tales conexiones nos permiten hacer todo más rápido que las líneas telefónicas de antes que nos conectaba a Internet. Piensen en los siguientes casos. <span> </span></span></p>
<p class="MsoNormal"><span lang="ES-TRAD"> </span></p>
<p class="MsoNormal"><span lang="ES-TRAD">Caso #1: Están ustedes conversando por Windows Live Messenger con sus parientes en sus países de origen o en otros estados. Pueden verse entre sí usando una cámara Internet (</span><strong><em>webcam</em></strong><strong><em><span> </span></em></strong><span lang="ES-TRAD">en inglés). La transmisión de audio y video, aunque ofrezca imágenes claras o no, consume más que un megabyte (unidad de memoria computarizada), cantidad sumamente mayor que la de texto por sí mismo. Publicar fotos en los perfiles de los usuarios también cuenta. Recuerde el dicho: “Una foto vale más que mil palabras”. </span></p>
<p class="MsoNormal"><span lang="ES-TRAD"> </span></p>
<p class="MsoNormal"><span lang="ES-TRAD">Caso #2: Los estudiantes de secundaria tienen que hacer una tarea o presentar una asignación. Tras unas horas de navegar buscando información en Google o Yahoo y revisando las páginas educativas que visiten (como SchoolTube.com o los sitios de Discovery), es fácil consumir una giga de información (1 GB es igual a 1024 megabytes). Además, varias compañías publicadoras de libros escolares ofrecen material académico para beneficiar a los estudiantes, inclusive sus libros enteros, acompañados de audio y video, y material suplementario de práctica. De paso, los padres, en algunos condados, pueden revisar por Internet las notas que tienen sus hijos sin tener que comunicarse con los maestros. </span></p>
<p class="MsoNormal"><span lang="ES-TRAD"> </span></p>
<p class="MsoNormal"><span lang="ES-TRAD">Caso #3: La familia quiere entretenerse. Los hijos suben y bajan música y video a sus computadoras, mientras que los padres alquilan o compran películas de iTunes y PlayStation Store o bajan los <strong><em>podcasts</em></strong> (archivos digitales de audio y video obtenidos tras una subscripción gratis) de distintos intereses personales listos para ser guardados en sus consolas u ordenadores. Los archivos de música toman entre 1MB y 5MB. Los archivos de videos, mientras tanto, pueden llenar hasta más de 1GB por película. Los <strong><em>podcasts</em></strong> de audio y video, al igual que los videos en YouTube o Veoh, varían, pero pueden llenar una PC más rápidamente. </span></p>
<p class="MsoNormal"><span lang="ES-TRAD">Ciertas compañías proveedores de servicio Internet quieren explorar otras maneras para hacer más dinero. Frontier, compañía ISP en Nueva York planea limitar la cantidad de archivos bajados a un total mensual de 5GB a partir del próximo año a sus usuarios residentes de Nueva York. Para mucha gente, 5 gigas se pueden bajar en un día, y aún en menos tiempo, en unas pocas horas si hay más dispositivos electrónicos en el hogar que dependen del servicio ¿Y el resto del mes? Los problemas que daban hijos e hijas a sus padres por mandar muchos mensajes instantáneos a través de sus celulares podrían repetirse en casa por exceder tal límite, o simplemente no tendrán Internet hasta el mes siguiente a menos a que paguen más o se cambien de ISP. Las familias con más de 1 computadora serían las más afectadas. Time Warner Cable también planea ejecutar lo mismo en Beaumont, Texas, con unos planes similares, uno con la misma cantidad límite, 5GB, y el otro, el más caro, a más de $50, a un límite de 40GB. Será solamente una prueba para ver si esos planes llegan a ser aceptados o no. Eso sí, varias compañías ISP piensan en seguir ese mismo modelo a nivel nacional.</span></p>
<p>Comcast ya hizo su decisión y limitará la cantidad de descarga mensual a 250GB a partir del primero de octubre. Según la nueva póliza, las personas que se pasen del límite recibirán una llamada de las oficinas de servicio al consumidor para recordarles de no volver a pasar ese total. Si eso vuelve a suceder una segunda vez, la compañía ISP suspenderá el servicio Internet para aquellos usuarios por un año entero. Para complicar el problema, Comcast no ofrecerá software que mida las cantidades que los usuarios vayan a bajar. Todo esto ocurre justo que Apple piensa ofrecer un plan en iTunes por el que uno pueda bajar todo lo que quiera por realizar un pago fijo mensual.</p>
<p class="MsoNormal"><span lang="ES-TRAD"> </span></p>
<p class="MsoNormal"><span lang="ES-TRAD">Con el precio de la gasolina que está por las nubes, más personas prefieren quedarse en casa con sus familias para: aprender y estudiar, buscar un trabajo mejor, revisar sus cuentas bancarias, realizar ciertas compras, subir fotos y videos, entretenerse, y comunicarse con sus seres queridos en el extranjero. Los usuarios de banda ancha no quieren volver a una década parecida a la de los años 90 cuando usaban la línea telefónica. Los únicos planes de servicios que limitaban el tiempo en ese entonces eran para los que no necesitaban estar en Internet por más de 10 horas al mes, los cuales eran los más baratos. Pero para los que ya están en <strong><em>broadband</em></strong> o banda ancha, tener su Internet limitado por la cantidad de información y comunicación que deseen obtener entonces crearía una gran inconveniencia. Tendremos que medir lo que bajamos a nuestras computadoras. Tendremos que poner un límite a nuestros servicios de comunicaciones y a nuestros videos y fotos que queremos subir a Internet para que nuestros familiares en otros países o estados nos vean, entre otras cosas más. No podremos compartir varios archivos. En los Estados Unidos y en casi todos los países del mundo, el Internet es el servicio más demócrata que existe porque nos permite expresarnos libre y responsablemente a través de ello. Si ustedes creen que no van a estar satisfechos con tales ISP, entonces busquen una mejor compañía. ¿Les parecen aceptables los límites dados por Frontier y Comcast? ¿Por qué?</span></p>

<content:encoded><![CDATA[<p>Die SPÖ will eine Sondersitzung des Nationalrates am 18. September. Um die Steuer auf Lebensmittel noch vor der Wahl zu halbieren. Das ist natürlich gut. Dafür müsste sie aber gegen die ÖVP stimmen, die dies strikt ablehnt, und würde damit das Koalitionsversprechen brechen. Noch kurz nach der Regierungsauflösung hätten so die Studiengebühren abgeschafft werden können, mit Hilfe der Stimmen der Grünen und des BZÖ. Doch damals weigerte sich die SPÖ gegen die ÖVP zu stimmen.</p>
<blockquote><p>"Die SPÖ soll endlich den Mut aufbringen und in dieser Sitzung gemeinsam mit den Grünen das Ende der Studiengebühren einläuten", forderte Alexander Van der Bellen, Bundessprecher der Grünen am Montag.</p></blockquote>
<p>Cap sagte zu ÖSTERREICH: "Wir werden am 18. September die Erhöhung des Pflegegeldes und die 13. Familienbeihilfe einbringen, damit sie noch vor der Wahl beschlossen werden". Dies soll notfalls - wenn die ÖVP nicht mittut - auch nur mit Stimmen der Opposition geschehen. Ob sie sich da auch bei den Studiengebühren noch einmal erweichen lassen?</p>
