In the video here, taped at the Campus Progress journalism conference earlier this month, the Pulitzer-Prize winning journalist Seymour Hersh reveals how the neocons convened around Dick Cheney and brainstormed ways to kick off World War IV, as they fondly call their pet project to take out the Muslims and foment a contrived “clash of civilizations.”

According to Hersh, this meeting occurred after the neocons failed miserably to stage a rehashed version of the Gulf of Tonkin incident in the Strait of Hormuz, mostly because it is no longer 1964 and such Big Lies — thanks to the internet and bloggers — are far more difficult to float. “For all I know, our Navy was shooting at whales out there,” quipped LBJ about the imaginary act of North Vietnamese boats supposedly attacking U.S. ships, leading to the Gulf of Tonkin Resolution and undeclared war in Southeast Asia, ultimately resulting in the death of nearly 60,000 Americans and around 3 million Southeast Asians.

In an exclusive Think Progress story, we learn the meeting took place in Cheney’s office and the subject on the table was “how to create a casus belli between Tehran and Washington,” part of an ongoing effort to provide an excuse to attack Iran. “There was a dozen ideas proffered about how to trigger a war,” Hersh explains. “The one that interested me the most was why don’t we build — we in our shipyard — build four or five boats that look like Iranian PT boats. Put Navy seals on them with a lot of arms. And next time one of our boats goes to the Straits of Hormuz, start a shoot-up.”

Hersh would have us believe this scenario did not play out because “you can’t have Americans killing Americans,” an absurd explanation considering the fact the attacks of September 11 were just that — “Americans killing Americans,” a calculated and cold-blooded act of mass murder carried out by elements in the U.S. government as a “new Pearl Harbor,” a cynical pretext to launch the “war on terror,” now grinding into its seventh year.

Ominously, these “ideas” hark back to Operation Northwoods, the JSC plan to stage a false flag terror event — or a number of events — designed to provide a pretext to invade Cuba and take out Fidel Castro. Such “ideas” included “friendly Cubans” attacking the U.S. base at Guantanamo, shooting down a drone disguised as a chartered civil airliner and blaming it on Cuba, inciting riots and staging terror attacks in Miami, and other terrorist acts. Fortunately, then Secretary of Defense, Robert McNamara, put a kibosh to this insane plan.

More recently, in January, 2003, in the lead-up to the Iraq invasion George Bush and Tony Blair discussed painting planes in United Nations colors “in order to provoke an attack which could then be used to justify material breach” and thus set in motion an invasion, according to Philippe Sands, a leading British human rights lawyer (see Revealed: Bush and Blair discussed using American Spyplane in UN colors to lure Saddam into war, Channel Four News).

In fact, the neocons have not rested in their effort to foment war and force the support of the American people by way of deception. On May 16, 2008, Paul Joseph Watson, writing for Prison Planet, noted confidential recordings released under the Freedom of Information Act revealing the efforts of former Defense Secretary Donald Rumsfeld and top military analysts to cook up another terrorist attack on America in order to gain support for their ambitious plans to decimate Muslim culture. “The most extraordinary exchange takes place when Lt. Gen. Michael DeLong bemoans shrinking political support for Neo-Con war plans on Capitol Hill and suggests that sympathy for the Bush administration’s agenda will only be achieved after a new terror attack,” writes Watson. “Rumsfeld agrees that the psychological impact of 9/11 is wearing off and the ‘behavior pattern’ of citizens in both the U.S. and Europe suggests that they are unconcerned about the threat of terror.” Rumsfeld characterizes Bush as “a victim of success” because America has not suffered “an attack in five years” and for Rumsfeld and the neocons this state of affairs is indeed lamentable.

Obviously, the neocons will stop at nothing — including the murder of more Americans in a false flag terror attack — to realize their agenda.

Finally, Sy Hersh casts suspicion on himself during the interview when he admits he did not bother to write an article on the neocon casus belli brainstorming session because it did not go forward. “So I can understand the argument for not writing something that was rejected — uh maybe. My attitude always towards editors is they’re mice training to be rats…. But the point is jejune, if you know what that means.” It was “jejune” because Hersh believes the “American public, if you get the right incident, the American public will support bang-bang-kiss-kiss. You know, we’re into it.”

Of course, that may be true for some of the American public, even a large segment, but for those of us up to speed on the master plan of the neocons — total war, so the children of the neocons will “sing great songs about us years from now,” as Richard Perle once said — this comment stinks of irresponsibility. It avoids discussion of the criminal mindset of the neocons, who are determined to start WW IV, even if such a conflict leads to the distinct possibility the Prince of Darkness’ children may not be around to sing great songs.

Uno scenario da guerra civile.

La folla in strada ad urlare, baracche incendiate con le molotov, ragazzi armati di spranghe di ferro in sella ai loro destrieri motorizzati, schieramento di Forze dell’Ordine, fiamme alte nella notte e decine di persone sfollate – senza meta.

Uno scenario da guerra civile.

Madri che stringono al petto figli neonati, bambini spauriti che cercano riparo, cancelli assaltati dal popolo inferocito. Dall’altro lato della barricata, tra il popolo inferocito, signore che urlano «’cca appicciamme tutte cose!», minacce di morte, ragazzi che esultano e ridono e godono dello spettacolo. Perché uno sgombero atteso da tanto è uno spettacolo imperdibile. Perché l’agitazione dei cittadini che ha la meglio sulle azioni di una politica malfunzionante, è una vittoria.

Quello che è avvenuto a Ponticelli nella notte tra il 13 ed il 14 maggio –uno scenario da guerra civile!- non è che il triste e vergognoso epilogo di una situazione arrivata ormai al limite della sopportazione.

Il problema Rom, a Ponticelli, è un problema cui da tempo si cerca una soluzione. Invano.

Pare che gli insediamenti Rom siano incompatibili con la vita della società civile del quartiere. Perché i Rom hanno una cultura che non consente alcun tipo di integrazione, perché i Rom sporcano, perché i Rom rubano, perché i Rom rapiscono i nostri bambini, perché i Rom non pagano le tasse. Perché, in sostanza, scelgono di non essere cittadini.

Poi, il casus belli. Domenica, una ragazzina Rom entra in una casa, viene vista da una giovane donna nell’atto di portar via la sua bambina di sei mesi; la donna ferma la ragazza, riprende sua figlia, ed intanto urla, allerta il vicinato.

Arrivano le forze dell’ordine ed arrestano la ragazza, dopo averla sottratta ad una folla di decine e decine di persone. Sembrava stessero per lapidarla.

Da lì in poi è stata un’escalation di violenza e intolleranza. Carabinieri e polizia hanno dovuto presidiare i campi Rom per difenderli dagli attacchi feroci dei napoletani. Lunedì pomeriggio l’area di Ponticelli in cui sono situati i maggiori campi Rom è rimasta quasi completamente paralizzata dalla cittadinanza insorta. In nottata la polizia ha dovuto scortare i Rom -concentratisi tutti nel campo più grande, quello di via Malibran, per sentirsi più protetti- in una zona che non è stata resa nota. La polizia ha dovuto scortare i Rom. Non perché opponessero resistenza. Ma perché le vie d’uscita dal campo erano prese d’assedio. «Ce ne andremmo via anche domani, ma se usciamo da qui ora ci ammazzano», dice una ragazza.

Le scene a cui si è assistito sono state descritte come scene da deportazione. Gli episodi più forti si sono verificati presso il campo Rom, stanotte. Ma in tutto il quartiere si è potuto registrare un clima di intolleranza opprimente. Al punto che due donne romene sono state interdette dal fare la spesa in un supermercato. Al punto che un uomo romeno fortuitamente incappato in un gruppo di napoletani è stato schiaffeggiato in strada. All’appello mancano solo le ronde, poi il quadro sarebbe completo.

Oggi. Arriva la convalida del fermo per la ragazza accusata di tentato rapimento. E i campi continuano a bruciare. Il fumo continua ad avanzare su via Argine, forse per impedire che i Rom tornino indietro. Perché lì, a via Malibran, non ne è rimasto più nessuno.

Viene da interrogarsi su questa esplosione d’odio popolare.

Facile, rispondono alcuni. I Rom dovevano andar via, e la gente li ha giustamente cacciati. Il tentato rapimento di una bambina ha solo dato fuoco a polveri che erano pronte a scoppiare da tempo.

Elementare, rispondono altri. La gente si è mobilitata perché nessun altro l’ha fatto. Perché il problema doveva risolverlo lo Stato (o il Comune, o la Municipalità). Ma lo Stato non c’è. Non qui. Non nelle lande desolate della periferia di Napoli. Non c’è lo Stato a togliere i rifiuti, non c’è lo Stato a togliere i Rom, preferiamo fare da soli.

Io però continuo ad interrogarmi, e a non trovare risposte.

Non mi spiego, ad esempio, perché se una ragazza romena tenta di rapire una bambina, allora sono i Rom che rapiscono i bambini; se un uomo romeno cerca tra i rifiuti, allora fa parte della “cultura dei Rom” cercare tra i rifiuti; se un individuo romeno non lavora, allora il popolo romeno è un popolo parassita.

Non mi spiego perché generalizziamo senza conoscere: senza sapere che le etnie Rom sono tante, ognuna con tradizioni secolari alle spalle, ognuna con una storia, ognuna con una cultura. Senza pensare che i Rom che vivono nel nostro territorio sono tanti (immagino qualcuno che, leggendo, esclamerà «anche troppi!»), e non tutti sono assoldati dalla malavita napoletana.

Non mi spiego perché è così anticonvenzionale pensare che una politica di integrazione seria sia possibile, con qualsiasi tipo di minoranza etnica e culturale.

Il nostro Stato, come tutti gli Stati civili, è dotato di leggi e di relative sanzioni per chi quelle leggi non le rispetta.

Che sia lo Stato con le sue leggi a regolare i rapporti tra i cittadini. Che sia la Giustizia dello Stato a punire chi compie reati.

Che siano garantiti a tutti, al di là del colore della pelle, del credo religioso, del paese di provenienza, quei fattori che contraddistinguono una società civile: la sicurezza, ma anche la certezza della pena; la possibilità di lavorare, ma anche il dovere di contribuire alle casse dello Stato; l’istruzione, ma anche l’obbligo di scolarizzare i propri figli.

Che si eserciti un controllo rigoroso affinché i diritti siano garantiti e i doveri rispettati. Per e da tutti.

Ponticelli in questi giorni ha visto un’esplosione di xenofobia e di odio razziale che poco si adattano all’immagine di Napoli: l’immagine di una città accogliente come poche altre, l’immagine di un ponte proteso verso le altre culture, l’immagine di un centro vivace e multiculturale in cui le minoranze etniche possono costituire una ricchezza.

Se fenomeni tanto gravi si sono verificati, è ora che ci si interroghi sulle responsabilità.

Lo sgombero dei campi Rom a causa di gravissimi disordini pubblici appare una soluzione troppo facile. Un modo comodo per sgravarsi da ogni decisione. Le istituzioni, che fino a questo momento hanno mostrato un polso decisamente debole riguardo al problema Rom (e ancora ci sarebbe da capire in che senso sono i Rom a costituire un problema: il problema non potrebbe, ad esempio, riguardare le condizioni che Napoli riesce –o non riesce- a garantire alle comunità Rom?), le istituzioni, dicevo, tengano ben presente che la corda, qui, è stata tesa troppo e si è spezzata. E se i Rom non ci sono più (sono altrove, a costituire un problema per altri) questo non ci esime da un’analisi critica e puntuale di quello che si è verificato in questi giorni di fuoco.

Dobbiamo imparare a convivere con chi si riconosce in valori diversi dai nostri. Fa parte di quel fenomeno inarrestabile che chiamano globalizzazione. Dobbiamo imparare non a tollerare i diversi, ma a cercare il confronto, a stabilire regole chiare di compresenza sul territorio, a rispettare gli individui intesi come singoli all’interno di un’unica società civile.

Il processo di apprendimento potrebbe richiedere molto tempo. È ora di mettere via le spranghe di ferro e di cominciare a darci da fare.

In seguito alla conquista dell'Italia meridionale da parte di Roma (che non possedeva ancora una flotta) divenne inevitabile lo scontro con Cartagine, la grande potenza del Mediterraneo occidentale. Fra le varie cause spicca senz'altro la possibilità di mettere le mani sulla Sicilia, in seguito battezzata granaio dell'impero, e sulle ricchezze dell'isola. In sostanza il fine ultimo era l'accesso alle risorse, che per una città immensa (per l'epoca) come Roma era fondamentale. 

Nonostante l'imperativo della brevitas, il manuale tratta anche del casus belli, pur non definendolo chiaramente come pretesto addotto per l'azione bellica. Questo sembra infatti una delle tante cause.

Nel 256 a.C. i Mamertini, mercenari campani minacciati da Siracusa per le scorrerie compiute nel suo territorio, si rifugiarono a Messina e chiesero aiuto a Cartagine che inviò nella città un piccolo contingente di soldati. Dopo qualche tempo però i Mamertini, non sopportando le prepotenze dei cartaginesi, chiesero aiuto ai romani, che accolsero la richiesta. Uno dei due consoli Appio Claudio elusa la sorveglianza della flotta cartaginese, sbarcò nei pressi di Messina e vi entrò senza colpo ferire...

Se si voleva essere sintetici credo si sia scelta la strada peggiore, rendendo telegraficamente un fatto poco chiaro (artefatto). 

Oggi sappiamo con certezza le cause delle recenti guerre. Nulla di diverso dal passato: l'accesso alle risorse. Le società industrializzate vivono una loro esclusiva era dell'accesso, purtroppo molto diversa dalla nuova fase del capitalismo descritta da Rifkin.

Queste risorse sono rappresentate, per un'esigua parte della popolazione mondiale (quella occidentale), soprattutto dall'energia e quindi dal petrolio. L'intera popolazione mondiale, al contrario, ha bisogno di acqua - come spesso si è sottolineato negli anni passati - ed infine, storia di questi giorni, si è tornati a discutere di grano e cereali, un problema che le civiltà umane hanno già affrontato e risolto (a modo loro) in passato.

Insomma nulla di nuovo sotto il sole, proprio come la finzione del casus belli. Sono davvero curioso di sapere cosa scriveranno i libri di storia sulla guerra in Iraq. Insieme alle motivazioni reali, riporteranno anche loro, imbarazzati e sinteticamente, ma soprattutto non palesandone la fictio, dell'infruttuosa ricerca delle armi di distruzione di massa?

Seguramente haya más, pero no lo encontré. En youtube tampoco, pero la verdad es que escuchándolo tiene más gracia, leyéndolo parece más delito. Si lo ves por ahí, comparte.

La expresión latina sería, en realidad "casus belli"= Aquel suceso que marca el inicio de una guerra, Suceso/Caso de guerra. Su uso hizo a Chávez pensar que se refería a la causa y así cruza causa + casus y se inventa causus.

A la vez no sé por qué elige bellis. Si fuera de la tercera declinación hubiera tenido mucha suerte, pero lamentablemente era de la segunda, así que sería belli.

De casus belli a causus bellis .Aparte de alarmarse porque nadie se ría en su cara, deberíamos limitar el uso de expresiones latinas en la medida en que no sepamos qué significan. Y no sé, los periódicos deberían o escribirlo bien o hacer alguna mención a la falta en vez de repetirlo como loritos, porque luego nos quejamos de que la educación sea una mierda y de que los niños no tengan comprensión lectora.

Por cierto, es bastante lamentable todo este asunto.

Needless to say, it can cause some serious psychological damage, as well as physical damage . . . damage that often lasts longer than the actual event. As John McCain has commented, imagine having a gun held to your head and firing a blank. Nothing I want to be put through.

According to the CIA, it appears that if there is no blood (or at least not a lot of blood) then there's no foul. But one thing is for certain. If police did this to citizens charged with crimes, their confessions would be thrown out of court and the police would be subject to a 1983 civil rights violation. Then why was the CIA allowed to conduct waterboarding on terrorist suspects or those that it considers to be enemy combatants or some new legal class of persons that one of the White House lawyers made up after a long night sniffing glue?

Well, with the CIA's track record of extraordinary rendition and the government's mess with Guantanamo, what's another candle in the proverbial cake of "government abuse of power"? And, even though waterboarding has technically been outlawed, do you really think the CIA is following that mandate? I can only imagine some whack job CIA attorney writing some memo entitled, "Waterboarding is not torture if we use orange juice." In the same vein, I can only imagine some whack job White House attorney writing some memo entitled, "Waterboarding is not torture if we kidnap the suspect and send him to Egypt to get waterboarded."

What other torture methods are the CIA using that are beyond the scope of checks by either congress or the justice system (we all know that the current executive branch is useless when it comes to "checks")? What gets me is how the Republicans thought Clinton split hairs over language (it depends on what the definition of "is" is). Yeah, Clinton ejaculated on Monica's dress. But you know what? He didn't ejaculate on the constitution day in and day out.

But the other interesting line of questioning is when is waterboarding or other forms of torture justifiable by the U.S. government? In this neverending "war on terror," it appears that the ends justify the means. If it can prevent a terrorist attack, then dammit, we need to waterboard and, hell, we need to burn them on a stake if necessary! We're fighting terrorists, not boy scouts! Give me a break.

That's essentially what the U.S. government is saying. And that's extremely disturbing, because that's exactly what the framers of the constitution tried to protect the people from. Our constitution prevents that very argument. The ends never justify the means when due process and the equal protection of the laws are violated. Although ex-CIA agent Mike Kiriakou believed that he thought waterboarding is something "Americans should not do," he still felt the technique worked. Did it though and at what expense? And let me ask you this, Mr. Golden Child Mike Kirakou. How many of these suspects did you waterboard that were completely innocent? I know "completely innocent" is not a word in the CIA's vocabulary. You were just following orders, heh?

The American government should treat any suspect -- whether a citizen or not a citizen or a pseudo-something a la enemy combatant -- the same: with dignity and under procedures that respect the constitution. It is very difficult to trust a government that purports to treat its citizens fairly and those who are not unfairly. When the government is straining to make such distinctions, you have to ask yourself whether there is even one to begin with. Further, when you fight for the rights of non-citizens and the pseudo classifications of people like an enemy combatant, you are essentially fighting for your rights. If the American government can torture and violate the rights of individuals that utterly shock the conscience without impunity or consequence, then do you really think they won't do the same to you? Wake up and smell the facism.

Now don't get me wrong because I'm citing "technicalities" such as constitutional rights of due process and equal protection. Don't call me some "soft on terror liberal cocksucker." Law enforcement has a lot of leeway when it comes to interrogating suspects. They should do it zealously and relentlessly. But, I would have thought after World War II, there would be a damn clear bright line when it came to torture. That's off limits for the American government. And it's off limits for any government, and in particular, any government that our C - I - friggin A sends a suspect to.

9/11 did not change the constitution. It certainly changed our perspective. But 9/11 did not change the rules of the game. I was there in Manhattan on 9/11. I saw the planes hit. I saw the buildings collapse. I have the dust on my clothes. I have friends who died. I'm pissed, too, at the terrorists who did such a thing. But I'm also pissed at our government who has used 9/11 as a casus belli to do whatever the fuck it wants. Time to take it back.

Torture is never justifiable under any circumstances. Period. No exceptions.
