After the cyclone affected, he came visit to Birma Fonds branch office, Maesot, Thailand. And he did some arrangement to send emergency foods for Burmese people who were get cyclone struck. Birma Fonds send instant noodle 500 boxes as one truck loaded to storage place in Rangoon City that was under by military regime bars with a lot of difficulty.

Birma Fonds members brought instant noodle boxes to delta area and Kyone Dayae village, outskirt of Kyaw Hmuu Township. This village was formed around 250 households and there was totally devastated by cyclone except 5 houses. But these 5 houses were not proper situation. Local peoples’ profession were random job for their life.

No one arrived to there for emergency aid because of there was remote area. During the cyclone striking, water was over come from bank of stream and between 20 to 25 ages 3 women and 3 boys were expired in the flood. Monk who was living in village’s monastery, have no roof, accepted and took care those homeless people. Military regime ignored those homeless people, in flooding land, have no food and purified water for drinking, lost farm animals and seeds for cultivation and farm were flooding salty water. They can’t do rehabilitation themselves without external aid. They try to collect and clean watery crops for meal. Some individual person donated some food (rice, cooking oil and etc.) when Birma Fonds members arrived to there.

May 26^th, in the morning time, police inspector who was assign in Dala township said to them, “Everybody can donate to those homeless people” so they come to storage place with some local people and looking to truck for rent and carry to instant noodle boxes. In the mean while they heard news as donors were arrested by authority on the way of Dala to Kyaw Hmuu road way. Therefore they can’t bring food and come back to village.

The next day evening, Authority announce everybody can do, who would like to donate suffering people, negotiate with local authority but don’t drop to food on the road. This condition are getting low integrity for Government.

In May 28^th, Birma Fonds members contacted to coordinator and got reply to bring instant noodle boxes so they brought 100 boxes of instant noodle to village. They was inspected by police in the head of Hlaing Thayar Bridge. Their village was far from Rangoon as 2 hours driving range. Local authority (head of village) asked to them, “whom do you will donate these instant noodle, Head of monk or us?” when our members arrived to village. Our members reply to him, “We would like to donate directly to people co-operate with head of monk”. In the evening time, they gave one token to each family.

May 29^th, Head of monk distributed 10 sachets of instant noodle and rice 6 cans for each family. One individual person come visited and donate dry rations to the monk when our members donating to people and one local USDA member came and check about activity. Then our members distributed to Kone Wine and Ka Mar Ni village, next door village of Kyone Dayae village.

After that, they come back to Dala Township and continue to go Tontae Township by bus and Chaung Haung village by motor-boat as 1 hour long. There was formed by 160 households but our members seen 15 numbers damaged houses and rest were totally destroyed. People were stayed in those damaged houses. Authority gave rice 5 cans and 1 can for each family only in along. Local people are gardeners and work in random jobs. Now they have no job or have no land for gardening, have no home, have no assistant for rehabilitation. Some business men who are culturing fresh water fish near by this village donated some necessity foods and cloths to them.

And continue to go by boat as 10 minute long to Tamute village, formed by around 140 household and same situations as previous village. Authority distributed rice 4 cans once only and have no other assistants. One well wisher donated rice 8 cans and salt to them. They are alone in the devastation place.

Our members met referendum voting in Tontaewa village when they come back to Rangoon so they observed about that situation. One voter said to them, “Actually, Voting is existing Black and White tool but now they made one tool only and local authority said that tick right mark on the ticket who would like to get Democracy, therefore she ticked right mark with fearful”. Burmese people very well know about Military regime’s behaviours so they follow up to Military regime’s direction without their free own sense.

   A kickoff event for a new Lakenheath/Mildenhall chapter of Women in Aviation, International will be held on July 29, 2008 at 6 p.m. in the 100th OG Auditorium located in building 809 at RAF Mildenhall.

According to the Federal Aviation Administration, of the nearly 700,000 active pilots in the United States, less than 6 percent are women, and only slightly more than 2 percent of those individuals are ATP rated. What’s more, Women account for only 2.13 percent of the more than 540,000 non-pilot aviation jobs in the United States.

Women in Aviation, International is a professional, nonprofit organization with over 15,000 members working worldwide to change these figures. Through mentoring, networking and professional development opportunities, WAI works to promote and encourage women in all aviation-related fields, providing a strong support base for industry professionals and inspiring young women to soar to their full potential.

Looking for a scholarship? In the past 18 years, WAI has disbursed more than six million dollars to educators, aviation professionals and students, helping its members to advance into the careers of their dreams.

Interested in volunteer opportunities? WAI is also committed to community outreach through awareness activities, such as student mentoring and career workshops, which focus on introducing young women to the world of aviation.

The San Francisco Department of Elections announced today that the measure prohibiting city officials from spending money arresting and prosecuting people for prostitution, and mandating equal legal protection for sex workers, has qualified for the November ballot. Of 500 signatures randomly sampled and checked by department personnel, 80 percent were found to be valid. "This is a happy day for San Franciscans who want government to focus on fighting real crimes like homicides and robberies, and are tired of seeing resources wasted in a futile effort to police consensual sex between adults," said Starchild, a sex worker activist and spokesperson for the campaign. "We've cleared the first hurdle." By the Elections Department's tally, supporters had turned in 12,745 signatures of registered San Francisco voters on July 7.

The campaign to decriminalize prostitution will hold a kickoff rally and press conference to formally announce the results on Tuesday at 4:00 p.m. in front of the Polk Street entrance of City Hall, with
speakers to likely include Supervisor Jake McGoldrick, who was a signer of the petition to put the measure on the ballot along with two of his board colleagues. "It is way past time that the
recommendations of the Board of Supervisors 1996 Prostitution Task Force were implemented," said the measure's proponent, Maxine Doogan. "Criminalizing sex workers has been putting workers at risk of violence and discrimination for far too long."

The prostitution reform measure joins two other voter-submitted measures on the local Nov. 4 ballot, along with eight measures put on the ballot by the mayor or members of the Board of Supervisors, with many others expected to be added in the next several weeks.

The Federal Reserve Board on Friday proposed rules to prohibit unfair practices regarding credit cards and overdraft services that would, among other provisions, protect consumers from unexpected increases in the rate charged on pre-existing credit card balances.

The rules, proposed for public comment under the Federal Trade Commission Act (FTC Act), also would forbid banks from imposing interest charges using the "two-cycle" billing method, would require that consumers receive a reasonable amount of time to make their credit card payments, and would prohibit the use of payment allocation methods that unfairly maximize interest charges. They also include protections for consumers that use overdraft services offered by their bank.

"The proposed rules are intended to establish a new baseline for fairness in how credit card plans operate," said Federal Reserve Chairman Ben S. Bernanke. "Consumers relying on credit cards should be better able to predict how their decisions and actions will affect their costs."

The proposed changes to the Board’s Regulation AA (Unfair or Deceptive Acts or Practices) would be complemented by separate proposals that the Board is issuing under the Truth in Lending Act (Regulation Z) and the Truth in Savings Act (Regulation DD).

The provisions addressing credit card practices are part of the Board’s ongoing effort to enhance protections for consumers who use credit cards, and follow the Board's 2007 proposal to improve the credit card disclosures under the Truth in Lending Act. The FTC Act proposal includes five key protections for consumers that use credit cards:

Banks would be prohibited from increasing the rate on a pre-existing credit card balance (except under limited circumstances) and must allow the consumer to pay off that balance over a reasonable period of time.

Banks would be prohibited from applying payments in excess of the minimum in a manner that maximizes interest charges.

Banks would be required to give consumers the full benefit of discounted promotional rates on credit cards by applying payments in excess of the minimum to any higher-rate balances first, and by providing a grace period for purchases where the consumer is otherwise eligible.

Banks would be prohibited from imposing interest charges using the "two-cycle" method, which computes interest on balances on days in billing cycles preceding the most recent billing cycle.

Banks would be required to provide consumers a reasonable amount of time to make payments.
The proposal would also address subprime credit cards by limiting the fees that reduce the available credit. In addition, banks that make firm offers of credit advertising multiple rates or credit limits would be required to disclose in the solicitation the factors that determine whether a consumer will qualify for the lowest rate and highest credit limit.

"Unfair practices can impose significant costs on credit card users," said Federal Reserve Board Governor Randall S. Kroszner. "The new proposed rules would provide the benefit of substantial protection against practices that can harm consumers."

The Board's proposal under the FTC Act also addresses acts or practices in connection with a bank’s payment of overdrafts on a deposit account, whether the overdraft is created by check, a withdrawal at an automated teller machine, a debit card purchase, or other transactions. The proposal requires institutions to provide consumers with notice and an opportunity to opt out of the payment of overdrafts, before any overdraft fees or charges may be imposed on consumers' accounts.

To ensure that consumers enjoy the same protections regardless of the institution from which they obtain a credit card or receive overdraft protection, the Board's FTC Act proposal is issued concurrently with substantively similar proposals by the Office of Thrift Supervision and the National Credit Union Administration that would apply, respectively, to savings associations and federally-chartered credit unions.

All three Federal Register notices are attached. In light of the significance of the issues raised, the comment period for the FTC Act proposal ends seventy-five days after publication of the proposal in the Federal Register, while the comment periods for the Regulation Z and DD proposals end sixty days after publication. Publication of each of the proposals is expected shortly.

Bacolod City - The Green Alert together with the “Save Mt. Kanla-on” Coalition launched a “Tie a Yellow Ribbon to Save 4,000 Trees in Mt. Kanla-on” campaign to gather and visibly show the Negrenses’ support to lady-lawyer Andrea Si for her filing of a TRO, which will be heard today, in a bid to prevent the PNOC-EDC from cutting more than 4,000 trees inside the Mt. Kanlaon buffer zone. Gov. Zayco recently signed the MOA which gave the PNOC-EDC the go signal to start the cutting of the trees, which they immediately began last Monday. Bacolod Bishop Vicente Navarra endorsed the campaign in a letter to Catholic schools.

“We are appealing to the faculty and students of these catholic schools to stand up and show their support to today’s TRO hearing. They can show this by tying yellow ribbons on their arms, wrists, their cars, by donning yellow t-shirts or by simply wearing anything yellow, The youth should play a vital role knowing that this is for their own future. We should not forget that these trees too have lives and cutting them is no different from killing a human being. We owe a lot to these trees for providing us the Oxygen that we breathe everyday; we should bring that favor back to them,” Green Alert said. “We also encourage other sectors of the community to stand up and join us in this crusade. Every Negrense must participate in this cause because it affects our heritage and our future.” Green Alert added.

Green Watch Philippines, Inc. chairman Don Flordeliza, Jr. expressed his group’s solidarity and support to the “Save Mt. Kanla-on” Coalition’s bid for a TRO in a press conference held at the Bishop’s palace last Monday. He reported that they formed a “Save Mt. Kanla-on” Task Force in Manila and exerted efforts to bring the problem to the attention of various environmental forums and the national and foreign media. Flordeliza said he cannot take the issue sitting down, because he was born and raised in Canla-on City himself.

Flordeliza said that PNOC-EDC cannot give any assurance that their exploration activities in the Mt. Kanla-on buffer zone can immediately locate an ideal geothermal site, and once a site is located they cannot also guarantee that is will produce enough steam to operate a plant. Even after a plant is operated as they have already done before, they cannot further guarantee that it will produce enough power to answer the supposed deficiency in electricity in the province as they claim; they might even have to close it also as the previous one, Flordeliza emphasized. What is assured, however, is that more than 4,000 trees will be cut.

Flordeliza said that innovation and technology had developed within the 15 years that PNOC-EDC had spent on the project since 1993. “Are they not insisting to implement an outmoded proposal?” he asked “We are asking for a symbolic 15 month moratorium on the project, one month for each year that PNOC-EDC spent on it’” Flordeliza challenged. “This will give us enough time to beef up the entry of businessmen who will put up an independent power producing firm, using windmill technology, who will sell their power output back to the grid,” he added. “In a few months time, while they PNOC-EDC are still exploring, a windmill is already operational that can be put up without the government spending even a single centavo on it. Furthermore, not a single tree will be cut inside Mt. Kanla-on’s buffer zone or protected areas,” he concluded.

Other alternative sources of energy such as wind, solar and mini-hydro’s have long been pushed by various environmental groups. “There are alternatives that the government should have taken into consideration. Negros alone, being a part of the wind map of the Philippines, can produce 90 mega-watts of electricity by putting up windmills.” Green Alert said.

“Saving these 4,000 trees in Mt. Kanla-on symbolizes our way of investing for our children’s future. If we refuse to learn from lessons in the past, it will be our children who will pay the price in the end.” Green Alert said.
