The Sparks City Council is trying to break away from the Reno-Sparks Convention and Visitors Authority (RSCVA). In the attempt, they are wasting the only bill draft resolution (BDR) they have for the next legislative session.

Last week, the council voted 3-2 to petition the state legislators to allow Sparks to separate itself from the RSCVA and form its own visitors and tourism authority. Councilmen John Mayer and Phil Salerno were opposed to the resolution. Salerno is currently a board member representing Sparks on the RSCVA. Councilmen Ron Schmitt, Ron Smith and Mike Carrigan were in favor of it.

There are several reasons why Sparks will not get this bill out of committee. One reason is the room tax in Sparks represents almost $5 million annually, or about 12 percent of the revenue for the RSCVA, and most of it is leveraged against to pay on debt.

Another reason is that John Ascuaga’s Nugget opposes the change, saying that any change might weaken the efforts of the RSCVA to attract conventions, meetings and general tourism throughout all of northern Nevada. With a total of 23,000 hotel and motel rooms in Sparks, the Nugget probably owns 15,000 of them. Without John’s support, the city doesn’t have a chance.

Some of the most obvious reasons the bill will fail were expressed by State Sen. Maurice Washington, who represents Sparks. He said he didn’t know what the city council members were thinking. I agree with him. I don’t know what they are thinking either. Maybe thinking is not a required job skill for politicians.

Washington said “the city of Sparks, despite its outcry that the RSCVA treats them like a stepchild, really benefits from the efforts of the RSCVA.”

He said, “Right now, Sparks doesn’t have the name recognition as Reno or Tahoe.” But when people come to Reno or Tahoe, they eventually visit Sparks.

Maurice punctuated his statement by chastising the city council. He said he would tell the council to “cool your jets, ride the tide and enjoy the profits.” You can imagine what Sen. Raggio, R-Washoe County, and the rest of the legislature will tell them.

Even Sparks Mayor Geno Martini realizes the time is not right for a change. He said, “Sparks has not grown into a destination large enough to need its own convention and visitors authority.” He said he didn’t know if we have created a tourist destination in Sparks yet, but we are close to it.

This is not the first time the council has crossed swords with the RSCVA. About 15 years ago, it initiated a 1-percent increase in room tax for Reno, Sparks and the county. Reno and the county increased their tax. But because of pressure from Ascuaga, Sparks didn’t increase theirs. This gave the Nugget an advantage over Reno and the county in bidding for conventions. The RSCVA has treated Sparks as a “stepchild” ever since.

Mayor Tony Armstrong made several pleas to the RSCVA for better representation of Sparks in the authority’s literature and on their logo. The RSCVA made a few token concessions and told Sparks to raise its room tax.

So, why does Sparks want to form their own convention and tourist agency? And who is really prodding the council?

Well, let’s see. Years ago John Ascuaga wanted out of the RSCVA. Now, he’s defending the RSCVA and wants to remain a member. Carrigan is in favor of establishing a new agency and he was one of the councilmen who opposed Ascuaga and voted for Harvey Whittemore’s Lazy 8 project.

So, I wonder if this is part of the ongoing battle between Ascuaga and Whittemore? I wonder if Whittemore is the political culprit behind the scenes pushing for his own convention authority. He could control the new agency and use it to promote his own business and compete with the Nugget.

Whittemore is the most influential lobbyist in the state and if anyone can pull it off, he can. But he will have to deal with the most powerful politician in the state, Raggio.

It was Raggio who set up the legislation that converted the old county fair grounds authority into the RSCVA. And, by law, the only funding the agency receives is from room tax. Raggio is never going to allow Sparks or Whittemore to divide his political baby in half.

Sparks would be better served if it found a better use for its only BDR, although I doubt if they will. That might require some thinking. Maybe they could ask Whittemore if he has any more bright ideas. Or better yet, ask John Ascuaga. He’s been telling the city council what to do for the last 40 years.

2) Record iPhone: nel weekend venduti un milione di telefonini. Un milione di iPhone 3G sono stati acquistati solo nel primo fine settimana in cui è stato messo in vendita in 21 Paesi nel mondo. Lo ha comunicato la Apple, annunciando di aver venduto il suo milionesimo iPhone 3G domenica, appena tre giorni dopo il suo lancio avvenuto venerdì 11 luglio. Steve Jobs, amministratore delegato di Apple: «C'erano voluti 74 giorni per vendere il primo milione di iPhone di prima generazione; il nuovo iPhone 3G debutta alla grande in tutto il mondo».

3) Volkswagen: 100km con un lt di gasolio. A guardarla così, con quelle linee bombate che ricordano una lacrima, il profilo aerodinamico, le porte ad ala di gabbiano e i due sedili piazzati uno dietro l’altro, come sui jet, la “One-Litre Car” sembra più una macchina dei fumetti che la risposta moderna al caro benzina. Eppure, il prototipo della Volkswagen è considerato la vettura su strada più economica al mondo visto che, nomen omen, è capace di coprire 100 km con un solo litro di gasolio. In pratica, fatti due conti, con un pieno di diesel di 6,5 litri l’auto può coprire oltre 650 chilometri (ovvero andare da Londra ad Edimburgo senza pit-stop e avere ancora del carburante nel serbatoio) e, considerando che un litro di gasolio costa oggi in media 1,550 euro, per il portafoglio significherebbe una spesa di poco superiore ai 10 euro. Realizzata in fibra di carbonio, senza specchietti laterali che ne altererebbero le eccezionali prestazioni in tema di consumi (gli specchietti sono sostituiti da videocamere e display elettronici per permettere al guidatore di vedere quello che succede dietro di lui) ma con un tettuccio panoramico di vetro che integra fra l’altro una protezione solare e dotata di un unico motore cilindrico da 0,33 litri che le consente di raggiungere una velocità massima di oltre 120 km/ora e che si spegne da solo quando l’auto è ferma al semaforo (per riaccenderlo, basta pigiare sull’acceleratore), la “One-Litre Car” potrebbe arrivare sul mercato nel 2010 in edizione limitata, al costo di 28.900 euro) e solo nella versione nera. Già, perché per non influire sull’estrema leggerezza della biposto (sfiora i 300 kg, paragonabili al peso medio di una moto da turismo), la vettura viene fornita esclusivamente nel colore-base.

4) Colpiti dal laser al concerto: perdono l'80% della vista. Si stavano divertendo a ballare al ritmo della tecno-music ma molti di loro sono diventati quasi ciechi a causa di un raggio laser puntato sulla pista: lo riferisce il quotidiano russo Kommersant. Gravi lesioni della retina sono infatti state diagnosticate a più di 30 giovani che partecipavano al festival Acquamarina svoltosi la scorsa settimana nei pressi di Kirzhach, cittadina a 190 km da Mosca.

Una copertina più provocatoria sul candidato democratico alla Casa Bianca il New Yorker, l’icona delle riviste Usa, non poteva pubblicarla. E’ stato come dire che Obama e consorte sono estremisti islamici, nemici dell’America. E infatti ha causato un terremoto politico. «Copertina priva di gusto e offensiva» hanno tuonato i democratici e l’entourage del senatore nero.

6) Gara di sesso orale: 9 donne arrestate. I dettagli non sono stati resi noti, ma la gara di sesso orale nell'isola greca di Zacinto è costata l'arresto di nove donne inglesi accusate di prostituzione. Sei britannici e sei greci, tra cui due proprietari di un locale - ha detto la polizia - sono stati invece accusati di istigazione ad atti osceni, per quanto accaduto nella spiaggia di Laganas, a sud dell'isola sullo Ionio.

The one-day special legislative session last Friday proved our governors mansion is the home of a political dunce. The big falderal about the need for a special session was just a political ploy by Governor Gibbons to push his own agenda. Gibbons said he needed a special session to find revenue sources to meet the shortfall in our current budget. Well, he was half right and all wrong. What he really wanted was a new bill drafted that would place a no growth spending cap on the 2009-20011 legislature.

Gibbons, always quick to blame the legislature for his own failures, said the legislature, led by Republican Sen. Raggio, was at fault for the short fall because they over promised and overspent.

Raggio in return refused to deal with the gibbons tax cap and said, “The special session is not the place to start debating additional spending caps.” And he is right. Looks like Raggio is separating himself from our governors 21 percent approval rating. Raggio will face some tough competition from Sharon Angle this election season and the last thing he wants is to be pinned on the political coattails of Gibbons. Anyway, how can you put a spending cap on a budget that far out in the future. Maybe, one of Gibbons’ lady friends is clairvoyant.

Raggio demonstrated his political bipartisan skills and negotiate a reasonable compromise to the states cash crises. The school textbook fund will give up about $48 million. The temporary delay or cancellation of proposed transportation projects will provide another $50 million, and state agencies will have to cut their budgets by 3.3 percent.

Over 200 protesters representing the American federation of state, county and municipal employees demonstrated at the legislative building in opposition to some of the governor’s recommendations.

Mainly, the deferment of the 4 percent cola already promised to state workers and his proposed cut in the purchase of new textbooks. One sign read “Don’t cut textbooks, cut text messaging.” Another read “Text Gov. Gibbons and tell him no.” Two great signs highlighting two different meanings. One was in reference to the proposed elimination of new textbooks and the deferment of a 4 percent cola increase for state employees, most of them teachers. And the other referred to the rumor that Gibbons sent almost 900 text messages to a lady friend in Reno on a state provided cell phone.

Reminds me of the good old days. In 1999, I filed a complaint against the then republican Sparks Mayor Bruce Breslow with the state ethics commission. At the time Breslow had a cell phone provided by the City of Sparks. He used the city owned phone for his own personal use which was in violation of NRS 281.481 (7) which states: a public officer or employee, other than a member of the legislature, shall not use governmental time, property, equipment, or their facility to benefit his personal or financial interest.

The statue allows for some exceptions. But under any circumstance the use cannot interfere with the performance of his public duties. And the use cannot create the appearance of impropriety. I think when the governor has time to text personal messages to a lady friend 30 times a day it has to interfere with his public performance. Although, it might enhance his personal performance.

If Gov. Jim did illegally use the state owned cell phone he broke Nevada law. Which means, he could be fined and has to reimburse the state for the cost of the phone calls. He should reimburse the state for his salary.

There was some humor to Breslow’s conviction. After republican Gov. Guinn was sworn in, he appointed Breslow to a state position at a reported salary of $80,000 a year. I saw Republican Sen. Bill Raggio at our favorite coffee shop one morning, and asked him why Guinn gave Breslow , a convicted ethics violator, such a soft job. Raggio replied, “Where are you going to find good people to work for $80,000 a year?” I think half the people in the restaurant could have handled the job at half the price. And that includes the buss boy, waitress, cooks and dishwasher.

This week I will be in touch with the Ethics Commission. If records show that gibbons did illegally misuse his state owned cell phone for personal use, I will file an ethics complaint against him and we will see what happens. I should probably call his wife dawn first.
