<content:encoded><![CDATA[<p>Am Sonntag, 20. Juli 2008, wurde die Paragon Arena endlich offiziell eröffnet (mehr dazu <a href="http://www.scpaderborn07.de/scpaderborn07/2-Home/4518,Traum-ist-endlich-erf%FCllt.html" target="_blank">hier</a>).<br />
Leider konnte der SCP nicht, wie beim letzten Spiel gegen den BVB, gewinnen (mehr zum Spiel <a href="http://www.scpaderborn07.de/scpaderborn07/2-Home/4519,G%FCvenisik-erzielt-Ehrentor.html" target="_blank">hier</a>).</p>
<p>Das völlig überfüllte Stadion mit 15.000 Zuschauern platzte aus allen Nähten wie man auf den folgenden Fotos sehen kann.<br />
Anscheinend wurden viel zu viele Stehplatzkarten verkauft, so dass die Zuschauer teilweise die Aufgänge zu den Stehrängen blockierten.</p>

<p>Die Organisation der Shuttlebusse war ausgezeichnet. Vor dem Spiel konnte man mit dem Shuttlebus kostenlos zum Stadion fahren und wurde nach dem Spiel wieder zum Parkplatz gefahren.</p>

<p style="text-align:left;">Während der Eröffnungsrede sagte Heinz-Paus so etwas wie "die Paragon-Arena ist wohl das einzige Stadion in Deutschland mit so vielen Parkplätzen". Damit mag er sogar Recht haben - wirkliche Parkprobleme und Verkehrsprobleme gabe es auch bei 15.000 Besuchern nicht.</p>
<p style="text-align:left;">Alles in Allem (bis auf die Niederlage gegen den Erstligisten) eine gelungene Eröffnung!</p>

<p>The <a href="http://http://esa.un.org/marrakechprocess/pdf/Minutes%20of%20the%20first%20meeting%20final.pdf">minutes from the May 8 Advisory Committee meeting</a> are out and available.  There the objectives of the Advisory Committee were explained: (1) to give ownership of the Marrakech Process and 10YFP to the countries, (2) to better engage stakeholders in the Marrakech Process, and (3) to ensure the openness and transparency of the process of elaboration of the 10YFP.</p>
<p><strong>Get with the program(s)!</strong></p>
<p>Arab Hoballah (UNEP) also described the main objective of the 10YFP being "to promote SCP to decouple economic growth from environmental degradation while also reducing social inequity." He also stressed the need to identify the "key programmes" that should be included in the framework. This point is one which NGOs have been raising ever since the Marrakech Process began, which for some reason has been on the backburner for the past five years. However, there has been a tendency to veer away from the original WSSD directive: That these programmes are to be "in support of regional and national initiatives to accelerate the shift towards sustainable consumption and production." Adriana Zacarias described the identification of these core programs as the main question. The obvious question that follows is: <em>What kind of support from the UN system is needed by regional and national initiatives?</em></p>
<p>This question needs to delve deep into the diversity and complexity of stakeholder and country interests and priorities. This requires more than consensus statements on generalities but precise identification of services that the UN system can realistically provide to a range of different national and regional initiatives.</p>
<p>Yet this question is too often pushed aside in favor of such discussions as "how to better promote the Marrakech Process." This easily leads to a classic institutional circle in which the discussion of means becomes its own end. Fortunately there is now "a sense of urgency" given the review of progress on this framework takes place next spring. After six years of discussions the result still seems confused and unfocused. Perhaps this will all change when the new frameworkpaper (due in June) finally comes out. We will see.</p>
<p><strong>Point of the programs: support</strong></p>
<p>In Stockholm, NGO Forum participants discussed this problem and agreed the focus needed to be on the task of defining and designing <strong>programs</strong> providing practical <strong>support</strong> to NGOs, business and governments in different countries and regions. For those of us engaged in national and regional initiatives and still waiting patiently for this active support, the discussion is quite basic. The needs have been articulated repeatedly for years -- we need technical assistance, finance support, opportunities for multistakeholder dialogue (esp. with governments), informational databases, as well as independent monitoring and evaluation. As to the various Taskforces, a key question posed to them was what kinds of support would they provide to national and regional efforts addressing those issues? The so-called "framework" was more a question of the institutional cooperation and management of those programs, ensuring that useful support was indeed being effectively provided.</p>
<p>To some degree this emphasis is now appearing more in the discussions, yet the majority of attention appears to be more on process (i.e., promotion of the Marrakech Process) than actual program design. Is it possible this work, within the politically charged UN context, is too...sensitive?</p>
<p><strong>What can we expect?</strong></p>
<p>It is hard to say what we can realistically expect from the CSD 18-19 sessions. Some think we should all be calling for an ambitious international Program of Action on SCP rather than a more modest but possibly more practical set of support programs. Others think we should be calling on governments to simply meet the commitments they agreed to in 1992 in Agenda 21, such as the call for each country "to develop a domestic policy framework that will encourage a shift           to more sustainable patterns of production and consumption" -- not to mention "in the       review of the implementation of Agenda 21, an assessment of the progress       achieved in developing these national policies and strategies." Agenda 21 also called for "new concepts of wealth and prosperity" and "the evolution of new systems of national accounts," along with actions on government procurement, pricing, labeling, packaging, and other familiar areas. To be fair, Agenda 21's "programme of action" on sustainable production and consumption had its gaps and weaknesses, yet it remains the actual benchmark for assessing progress -- especially now that implementation of those governmental and UN commitments has essentially been deferred for 20 years.</p>
<p>While waiting for more in-depth discussion of meaningful support programs, we are hearing about the "branding of the Marrakech Process" with a PR strategy "involving journalists to write articles on the achievements and best practices of the Marrakech Task Forces and various stakeholders." Hmmm. Maybe we should withhold judgement until we finally see the long-awaited first draft, which was scheduled for release by now. Hopefully this document will have the substance we have been waiting for. Hopefully we will find more than PR.</p>
<p><strong>New Marrakech Process website</strong></p>
<p>And for those who have not already discovered it, there is now an official "<a href="http://http://esa.un.org/marrakechprocess/">Marrakech Process</a>" website, which provides a helpful new resource and reference point. One disappointment, speaking of "support," is finding no reference or link to either our Marrakech NGO Forum website or blog -- despite, strangely enough, a whole page "<a href="http://http://esa.un.org/marrakechprocess/ngoforum.shtml">About the NGO Forum</a>." While the text cites our NGO statement in Stockholm, there are no direct references to the people and process following up on this. Instead of highlighting the slowly growing community of NGOs associated with the Forum, we are defined here as "a space." While there is no space on the page highlighting our efforts to build a consultative process encouraging input into the Process,  there is room to fill a quarter of the page with a picture of a polar bear. Please! If you want us NGOs to be engaged in this process, give us a bit more support here for our efforts!</p>

<content:encoded><![CDATA[<p>Kazmierczak emprestado ao Derby County. Celsinho ainda procura clube. Yannick Pupo também. Bruno Gama, Leandro Lima e Bruno Moraes no Setúbal. Fábio Coentrão sai, bem como Manu, Paulo Jorge e João Coimbra. O que aconteceu a Rui Nereu? Onde está Fábio Paim?</p>
<p>Todos os anos os clubes portugueses, principalmente os três grandes, contratam vários jogadores. Infelizmente, exceptuando as grandes transferências, é raro venderem jogadores a preços normais. Quantas vezes já vimos jogadores a sairem do Porto e assinarem pelo Marítimo? Não estou a falar de empréstimos, mas sim de transferências em definitivo. Quantas?</p>
<p>Todos os anos, existem algumas contratações falhadas. Quer pela inexperiência do jogador, quer pela sua falta de qualidade, quer pela sua inadaptabilidade ao esquema táctico usado nesse ano. Mas em Portugal, ocorre um fenómeno estranhíssimo. Esses jogadores só saiem do clube por quem assinaram quando acaba o contracto. Durante os anos em que esse contracto vigora, andam a saltar de clube em clube, muitas vezes recebendo o seu ordenado de forma bipartida ou mesmo tripartida (lembram-se do Clayton no Penafiel, com o ordenado repartido entre o Porto, o Sporting e o Penafiel?). Claro que esta situação é potenciada pelos clubes ditos mais pequenos. Todos os anos, vemos treinadores e presidentes dizerem que estão à espera da lista de dispensados do Sporting, Benfica ou Porto, para trazerem jogadores por empréstimo. Este sistema sempre me fez muita confusão. Um clube que tem 6, 7 ou 8 emprestados, no fim dessa época estará a reconstruir um plantel inteiro. Não é preferível tentarem contratar jogadores em definitivo, talvez de escalões inferiores? Quanto a mim, 1 ou 2 emprestados, de uma qualidade claramente superior é uma coisa, que me parece razoável, mas constituir um plantel inteiro à custa de empréstimos? Qual a estabilidade que isto dá?</p>
<p>Por outro lado, temos que analizar a questão do ponto de vista dos clubes grandes. Vale a pena contratar Diego Sousa's, Andrés Diaz, Yannick Pupos's, Kazmierczak's e afins para nunca jogarem pelo clube? É assim que se alcança estabilidade financeira? Erros de casting podem acontecer, mas assim tantos?</p>
<p>Outra das coisas que me faz confusão é a rivalidade entre os clubes atingir níveis para além do razoável. Em Itália é normal haver trocas de jogadores entre o Inter e o AC Milan. Que contente que fiquei quando o Porto e o Sporting trocaram Peixe e Costinha por Rui Jorge e Bino. Ou um ano depois quando trocaram Ricardo Fernandes por Clayton. Não que tenham sido jogadores excepcionais (bem no caso de Rui Jorge e Bino, até foram...), mas pelo menos existiu uma tentativa de trocar jogadores claramente inadaptados. Mesmo este ano, o Sporting contratou Helder Postiga ao Porto. Estão a imaginar o Benfica contratar um jogador (a bem) ao Porto? Eu não. Está na altura dos nossos dirigentes deixarem as rivalidades para dentro de campo. E está na altura de melhorarem a eficácia das contratações. Só assim o Futebol Português poderá evoluir.</p>
<p>Deixem-se de André Diaz, de Diego Souza, de Pupo, de Paredes, de Adriano e jogadores deste género, façam as contas ao que gastam de ordenados para jogadores que não jogam, e vejam o que poderiam estar a contratar.</p>

<content:encoded><![CDATA[<p>Una volta implementato il servizio RMS, è fondamentale che tutte le componenti siano pienamente funzionanti onde limitare al minimo il rischio di failures del sistema e quindi di accesso ai documenti protetti.</p>

<p><strong><span style="color:#000080;">CONFIGURAZIONE<br />
</span></strong>Per un funzionamento ottimale di RMS, seguire alcune semplici regole può evitare dei forti mal di testa...</p>
<ul>
<li>Il servizio RMS non dovrebbe risiedere su domain controllers o Exchange servers onde evitare il workload dei sistemi con conseguenti rallentamenti dei servizi svolti.<!--more--></li>
<li>Nel DNS, è opportuno creare un CNAME alias dell'URL definito nell'SCP (Service Connection Point) anzichè il nome del server perchè nel caso di una sostituzione del server o cambio dell'IP del server stesso, il servizio continua a funzionare e non viene interrotto (in configurazione cluster). Si possono utilizzare più CNAME dello stesso url che puntano su diversi servers.</li>
</ul>

<ul>
<li>Utilizzare un servizio web (IIS) dedicato solo per RMS.</li>
<li>I certificati per la protezione dei documenti vengono emessi basandosi sull'indirizzo e-mail dell'account. Verificare che ad ogni account venga attribuito un indirizzo e-mail.</li>
<li>Per generare il certificato è meglio utilizzare il nome del cluster.</li>
<li>E' fortemente consigliato che il servizio RMS e il database SQL risiedano fisicamente su due servers diversi. Un server SQL generalmente dovrebbe essere configurato in maniera da garantire tempi minimi di ripristino in caso di crash (cluster, backup). Da non dimenticare che tutte le info, certificati e configurazioni risiedono nel database SQL.</li>
<li>Per attivare SCP (registrare l'url in Active Directory) sono richiesti i diritti di Enterprise Admin. Se l'SCP è stato precedentemente registrato e devo re-installare da zero il servizio RMS, SCP va rimosso.</li>
</ul>
<p><span style="color:#000080;"><strong>RIMUOVERE SCP</strong></span><br />
Per rimuovere l'SCP, si può procedere tramite la console grafica Windows RMS Administration.</p>

<p>Un altro metodo per effettuare l'operazione è tramite lo snap-in <strong>ADSIEDIT.MSC</strong> (si trova nei Support Tools in W2K3) connettendosi alla Configuration naming context. Aprire il nodo <strong>cn=Services</strong> e cancellare il nodo <strong>cn=RightManagementService</strong> che rimuoverà il <strong>Service Connection Point</strong>. Attenzione ad utilizzare questo tool.</p>
<p>Come alternativa è possibile utilizzare il <a title="DRM Toolkit" href="http://go.microsoft.com/fwlink/?linkid=20760" target="_blank">DRM Toolkit</a> lanciando il comando <strong>ADSCPRegister</strong>:</p>
<p style="padding-left:30px;"><span style="color:#000080;">ADSCPRegister unregisterscp https://my_domain/_wmcs/Certification</span></p>
<p>Il comando ADSCPRegister permette la registrazione dell'SCP in Active Directory. E' utile nel caso non si abbiano sufficienti diritti in AD: mando l'istruzione all'Enterprise Admin per farla eseguire ed effettuare quindi la registrazione. Evito inoltre che altri accedano al server.</p>
<p><span style="color:#000080;"><strong>SOSTITUIRE IL SERVER RMS<br />
</strong><span style="color:#000000;">Se ci troviamo nella situazione di dover sostituire un server impiegato per il servizio RMS (hardware obsoleto, upgrade, etc.), l'operazione è semplice in quanto è sufficiente installare un nuovo server nel cluster e rimuovere il vecchio.</span></span></p>
<ul>
<li>Una volta configurato il nuovo server, questo deve essere aggiunto nel cluster.</li>
<li>Nel vecchio server da rimuovere deve essere fatta l'operazione di <strong>unprovisioning</strong> (riduzione del numero dei servers nel cluster) che ne azzera la configurazione.</li>
<li>Il CNAME precedentemente impostato nel DNS deve essere aggiornato per far puntare l'URL al nuovo server.</li>
<li>Aggiornare l'eventuale load balancing se impostato.</li>
</ul>
<p><span style="color:#000080;"><strong>RIMUOVERE IL SERVIZIO RMS<br />
</strong></span><span style="color:#000000;">Se spengo il server RMS, tutti i documenti protetti non sono più accessibili. Per la corretta rimozione del servizio RMS deve essere effettuata l'operazione di <strong>decommisioning</strong> per ripristinare l'accesso ai documenti. Tutti i servers coinvolti devono essere messi in questo stato.</span></p>
<p>Quando il server è in uno stato di decommissioning, solo le <strong>use licenses</strong> vengono fornite. Per rimuovere tutte le protezioni è quindi sufficiente aprire il documento protetto e poi salvarlo.</p>
<p>Questa procedura è utile nel caso il progetto pilota non venga approvato.</p>
<p><strong><span style="color:#000080;">BACKUP E DISASTER RECOVERY<br />
</span></strong><span style="color:#000000;">Tutte le informazioni, configurazioni e licenze (chiave pubblica e privata) di RMS risiedono nel database SQL, quindi il backup del database è fondamentale. SQL dovrebbe garantire un sistema di fault tolerance (cluster) per evitare blocchi del servizio e naturalmente una strategia di backup adeguata in base all'utilizzo del servizio.</span></p>
<p>Stesso discorso vale per il server RMS il quale deve essere adeguatamente protetto contro potenziali failures. Per questo scopo possono essere utilizzati sistemi di ripristino come Ghost, Symantec BackupExec o altri per effettuare un veloce ripristino del server.</p>
<p>L'utilizzo di una configurazione cluster (2 front-end) evita il blocco del servizio a patto che il database sia sempre accessibile e funzionante.</p>

<p class="MsoNormal">Defra has released a <a href="http://www.defra.gov.uk/ENVIRONMENT/consumerprod/index.htm" target="_blank">progress review</a> of their recently established product and material unit. This is a timely release as it parallels the review of the <a href="http://www.defra.gov.uk/environment/waste/strategy/" target="_blank">England waste strategy</a>.</p>
<p class="MsoNormal">This is a very accessible document and combines Defra’s vision product the selected product roadmaps in combination with vision for sustainable procurement, intervention and evidence and assessment.</p>
<p class="MsoNormal">Their classification of intervention is not radical but the prominence of innovation and business support alongside the usual demand and supply side instrument is encouraging.</p>
<p class="MsoNormal">The document highlights the review of the delivery bodies <a href="http://www.energysavingtrust.org.uk/" target="_blank">Energy Saving Trust</a>, <a href="www.carbontrust.co.uk" target="_blank">Carbon Trust</a>, <a href="http://www.wrap.org.uk" target="_blank">Waste and Resource Action Programme</a>, <a href="http://www.nisp.org.uk" target="_blank">National Industrial Symbiosis Programme</a>, <a href="http://www.envirowise.gov.uk" target="_blank">Envirowise</a>, <a href="http://www.actionsustainability.com/" target="_blank">Action Sustainability</a>, <a href="http://www.remanufacturing.org.uk/" target="_blank">Centre for Remanufacture and Re-use</a>, the <a href="http://www.crwplatform.co.uk/conwaste/about" target="_blank">Construction Resources and Waste Platform</a> and the <a href="http://www.englandsrdas.com/" target="_blank">Regional Development Agencies</a>.</p>
<p class="MsoNormal">The delivery review is due at the end of 2008 – I will look forward to reviewing this….</p>

<content:encoded><![CDATA[<p>The European Commission has just launched the new <a href="http://ec.europa.eu/environment/eussd/escp_en.htm">Action Plan on SCP</a>. The action plan aims to be a package of measure that will enable the development of more eco-friendly products while assisting the selection of those products by consumers.</p>
<p>At first glance it seems to offer a degree of coherence to existing policy packages without proposing anything radical or new. <content:encoded><![CDATA[<p>Soube-se hoje que o empréstimo do jogador do SCP Celsinho ao Santos tornou-se mais complicada. Segundo palavras de Luís Cartolas, director de futebol do Santos "...Ficou muito difícil por causa de alguns valores, que são altos. Não é salário, não. São alguns valores que a parte do jogador quer que a gente pague.". Portanto, este empréstimo é desejado pelo clube de origem, pelo clube de destino, e pelo próprio jogador. O factor destabilizador aqui são os agentes do jogador. Na minha percepção, agentes (ou empresários) de jogadores são aqueles que ajudam um jogador a gerir a sua carreira. Óbviamente têm que ser pagos. Mas, fazer cair um negócio que é da vontade de todas as partes envolvidas é ajudar?</p>
<p>Fui procurar e, segundo a FIFA "O agente de jogadores é uma pessoa singular que, mediante retribuição apresenta, com regularidade, jogadores a clubes visando uma contratação, ou apresenta dois clubes visando a assinatura de um contrato de transferência...". Portanto segundo a FIFA, o agente de um jogador têm como obrigação pôr esse mesmo jogador no mercado. Não tem nenhuma obrigação de o ajudar a progredir ou a ficar no clube em que se encontra. Uma vez que o agente recebe o seu pagamento com base no contrato assinado pelo jogador (e pode receber toda a sua percentagem no início do contrato), é do interesse do agente que o jogador mude de clube o maior número de vezes.</p>
<p>Não consigo perceber em que é que isto é benéfico para o futebol. Não consigo perceber como é que a Associação MUNDIAL de Futebol, a FIFA, autoriza e regulamenta uma profissão que, na minha opinião, pode destruir o futebol.</p>

<p>If we want to copy from <strong>192.168.100.5 /etc/passwd</strong> file to <strong>/root</strong>, then we will write</p>

<p>We have to remind one thing that we must have to use <strong>root</strong> user for <strong>secure copy</strong>.</p>

<content:encoded><![CDATA[<p>My current hosting provider, hosting365, is a traditional-style hosting service, where file upload is still done via FTP with passwords sent as clear text. They provide ssh access on demand, and it has to be manually approved by company's staff. I don't understand why don't they provide shell by default. Maybe it's part of being a traditional style hosting and trying to avoid the word “shell” or anything like it.</p>
<p>Shell they provide, but what about public key authentication? No, they don't. As this is turned on by default in all Linux installations, they must have switched this option off. Why did they do that, remains a mystery as public key authentication is no less secure than password entry.</p>

<p>Let's suppose I want to automate file upload. When using public key authentication, it's enough to write something like:</p>
<p><code>scp foo.jpg mylogin@somehost.com:some/directory/images</code></p>
<p>This doesn't work with hosting365. Since their server configuration enforces interactive authentication, scp asks for your password. In this session you can see how scp tries two keys (DSA and RSA) and reverts to keyboard interaction:</p>

<p>scp doesn't have a command-line option for password entry. This is reasonable, as ssh, scp's core technology, has a non-interactive mechanism in place: public key authentication. If you can't do public key authentication, it is right to ask you for the password.</p>
<p>I could solve that by using FTP (file transfer protocol) instead and send my passwords in clear text over the big bad Internet. I guess that most people would do that, and this is why I believe disabling public key authentication by hosting provider is a bad thing: it encourages people to risk exposure of their passwords on FTP.</p>
<p>It is however possible to automate the keyboard-interactive password entry, using Python and <a href="http://pexpect.sourceforge.net/">pexpect</a> module. This script will do the job:</p>

<p>Here, password is stores in cleartext on your hard disk. It's important to make this file non-world-readable, and it's also a good idea to place it on an encrypted filesystem (with, say, dm-crypt) or an encrypted directory (encfs).</p>

<content:encoded><![CDATA[<p>These are some of the most useful, commonly used, or coolest command line tools that I know of. That doesn't mean that you will find them useful or use them much; I can only go off of what I know and that is what I do myself :).</p>
<p>You should be able to find most of these pre-installed on any *nix (including mac os).</p>
<p>1. wget<br />
	wget is a download manager and is by far my favorite download manager. Some people prefer curl, but I don't. The most basic usage of wget is just wget (url).</p>
<p>2. rsync<br />
	rsync is a very simple but powerful tool. If you aren't using it you probably should be. It simply "syncs" two folders, meaning that all files from one folder will be copied to another folder (this is a simplistic explanation). The most basic usage you will probably need is rsync -av source/ destination/. This will move any files from source/ that are not already in destination/ to destination/ and replace any files in destination/ that are in both but differ(say destination/ has an old version it will be replaced by the one from source/), note that the v flag is for verbose and may be left off. rsync -av --delete source/ destination/ may be used if you want the contents of destination/ to be exactly the sam as source/.</p>
<p>3. lsof<br />
	lsof lists all open files. So want to see what your users are doing? No problem just type lsof as root.</p>
<p>4. history<br />
	Ok, you really should know this one. It list terminal history. So you forgot that command you used yesterday to do something, just type history into bash and see every command you have an in the last however long your history is set to store.</p>
<p>5. link/ln<br />
	linux links two files together. The syntax is linux source Target. I don't want to get into the whole hard v symbolic links right now so I will just quote the man page " A hard link to a file is indistinguishable from the original directory entry; any changes to a file are effectively independent of the name used to reference the file." " A symbolic link contains the name of the file to which it is linked.  The referenced file is used when an open(2) operation is performed on the link. A stat(2) on a symbolic link will return the linked-to file; an lstat(2) must be done to obtain information about the link. The readlink(2) call may be used to read the contents of a symbolic link."<br />
	note that link and ln are the same thing.</p>
<p>6. periodic<br />
	nixen have scripts that they need to run on a periodic bases to keep your system running well. If you don't leave your computer on 24 7 some of them won't be ran. If you don't leave your computer on all the time to keep your system in good heath it is a good idea to run sudo periodic -v daily weekly monthly</p>
<p>7. scp<br />
	scp is cp over ssh. It is really nice, trust me. To use it type scp source destination in the terminal. scp is meant to transfer files from one computer to another so either the source or destination will need to look something like username@ipaddress:path. You will also need the user password to transfer files, of course.</p>
<p>8. at<br />
	at allows you to run a command in the future. I don't really use it much and I'm not 100% sure how it all works and its late so I'm going to have to just refer you to the man page. (this is one of the ones that is just cool)</p>
<p>9. clear<br />
	clear clears the terminal of all your old garbage. So if you have been working for a while and you want a clean working area just type clear.</p>
<p>For more on any of these refer to your friendly system man (as in man (name of program)...).</p>

<p><strong>Introduction To <em>‘Robert Taliaferro Brooke’</em> - Tal Brooke:</strong><br />
Tal Brooke is the President and Chairman of SCP (the <em>Spiritual Counterfeits Project</em>); a Christian Evangelical organization located in Berkeley, California (read their <a href="http://www.scp-inc.org/information/faithstatement.php" target="_blank">Statement of Faith</a>).</p>
<p>Robert Taliaferro Brooke (an extreme fundamentalist and evangelical Christian) was the <span style="text-decoration:underline;">first</span> person to make accusations of sexual impropriety against Sathya Sai Baba (a revered Guru living in India). Tal Brooke published his first Anti-Sai book in 1976 under the title <em>“Lord Of The Air”</em>. It was republished in 1979 as <em>“Sai Baba, Lord Of The Air”</em>, renamed <em>“Avatar of Night”</em> in 1982 with a reprint in 1984, was renamed <em>“Lord Of The Air: Tales of a Modern Antichrist”</em> in 1990 and reprinted again as <em>“Avatar of Night”</em> in 1999.</p>
<p>When Tal Brooke was with Sathya Sai Baba, he began to compose a work called <em>The Amazing Advent</em>. However the completed manuscript was never published and according to Howard Levin (author of <em>Good Chances</em>), Tal Brooke took the manuscript to be blessed by Sai Baba and the Guru <strong>refused</strong> to bless it.</p>
<p>99% of the allegations and rumors circulating against Sathya Sai Baba can be <strong>directly</strong> traced to Tal Brooke and his religiously-fueled Anti-Sai propaganda, which started in 1976 and continues to the present day through expensive internet ad campaigns on Google soliciting his Anti-Sai book.</p>
<p>Tal Brooke purposely exaggerated when he claimed he was Sai Baba’s number one Western follower (at best, a dubious and subjective claim). Those who met Tal Brooke in the early 70’s at Sai Baba’s ashram immediately recognized him as a fanatic Christian (<strong>contrary</strong> to his claim that he converted to Christianity <span style="text-decoration:underline;">post</span>-Sai Baba). Tal Brooke wrote that Sai Baba was a <a href="http://www.saisathyasai.com/baba/hermaphrodite.html">hermaphrodite</a> based on an alleged story related to him by an unidentified person named <em>“Surya Das”</em> who in turn related a story told to him by another unidentified man named <em>“Patrick”</em>. It was alleged that <em>“Patrick”</em> claimed he had coital (vaginal) sex with Sathya Sai Baba. Because of <em>“Patrick’s”</em> alleged story, Tal Brooke perpetuated the idea that Sathya Sai Baba is a hermaphrodite.</p>
<p>The only problem with <span style="text-decoration:underline;">all</span> of Tal Brooke’s tall-stories is that <span style="text-decoration:underline;">none</span> of the alleged witnesses he cited (who have <span style="text-decoration:underline;">never</span> been identified as <strong>real</strong> people) have ever come forward in 30+ years to corroborate his stories.</p>
<p>The scholar Lawrence A. Bapp wrote in his book <em>“Redemptive Encounters - Three Modern Studies In The Hindu Tradition”</em> (which was <span style="text-decoration:underline;">critical</span> of Sathya Sai Baba), <em>“The animus of Brooke’s book (Lord Of The Air 1979) is too strong for one to have much confidence in its accuracy.”</em></p>
<p>In Tal Brooke’s book <em>“Riders Of The Cosmic Circuit, The Dark Side of Superconsciousness”</em>, he attacked Hinduism, suggested that enlightenment is an <strong>evil</strong> path and that God-Men and Gurus are in a state of perfect demon-possession. Tal Brooke believes that Sathya Sai Baba embodies a <em>“timeless, demonic presence”</em>.</p>
<p>Since Tal Brooke <strong>heavily</strong> relied on subjective, fanatic and religiously-based arguments to draw his conclusions that Gurus are in a state of perfect demon possession and that enlightenment is an evil path leading to Satan, what does this say about the integrity and objectivity of his claims against Sathya Sai Baba?</p>
<p><strong>Tal Brooke's Involvement With The Indian Guru Sri Sathya Sai Baba:</strong><br />
In an interview with John Ankerberg, Tal Brooke acknowledged as <u>true</u> that he had <em>&#8220;spirit guides&#8221;</em> come to him and that he had <em>&#8220;out of body experiences&#8221;</em>. Tal Brooke claimed that after he played with a ouija board when he was 11 years old, he felt <em>&#8220;spirit presences&#8221;</em> in his room and then began to have <em>&#8220;out of body experiences&#8221;</em>. Tal Brooke also stated that he became involved with <em>&#8220;psychic stuff&#8221;</em> (i.e., psychic gateways, reinicarnation and routes to higher consciousness) during his teen years. These alleged experiences were what drew him to India in 1969. In January 1970, he encountered Sathya Sai Baba. However, Tal Brooke failed to discuss the fact that what <u>really</u> drew him to India was a drug-induced hallucination of being self-realized after taking a massive dose of LSD-25 (ten times the normal dose) when he was an undergraduate at at the University of Virginia.</p>
<p>Tal Brooke said of Sathya Sai Baba:</p>
<blockquote><p>&#8220;Baba&#8217;s miracles purportedly mirrored those of Christ and baffled India&#8217;s top scientists. He drew vast crowds, and his following numbered over 20 million in India alone. Many of the greatest gurus and New Age teachers around the world went to Sai Baba just for his blessing.&#8221;</p></blockquote>
<p>Tal Brooke stated that the reason he left Sai Baba was because he had a <em>&#8220;demonic encounter&#8221;</em>. When asked to clarify the alleged <em>&#8220;demonic encounter&#8221;</em>, Tal Brooke (looking perplexed and hesitant) said he had <em>&#8220;out of body experiences&#8221;</em> that were <em>&#8220;very demonic&#8221;</em> (<u>new</u> information that Tal Brooke <strong>never</strong> discussed in his Anti-Sai books). As a result of his alleged <em>&#8220;demonic encounter&#8221;</em>, Tal Brooke perceived an immoral side to Sathya Sai Baba that was <em>&#8220;unbelievable&#8221;</em>.</p>
<p>Not only was Tal Brooke claiming <em>&#8220;out of body experiences&#8221;</em>, hearing the voices of <em>&#8220;spirit guides&#8221;</em>, seeing spiritual entities and having <em>&#8220;demonic encounters&#8221;</em> on the astral realm, he admitted he experimented with LSD and was involved with a pro-LSD organization (i.e., Neo-American Church) founded by Arthur Kleps (who was a follower of the LSD-Guru Timothy Leary). It is entirely possible that Tal Brooke&#8217;s <em>&#8220;demonic encounter&#8221;</em> was actually a drug-induced <a target="_blank" href="http://en.wikipedia.org/wiki/Bad_trip">bad trip</a>. The Original Kleptonian Neo-American Church was briefly in existence in the late 1960&#8217;s (around the time Tal Brooke first encountered Sai Baba). Needless to say, this information puts a new spin on Tal Brooke&#8217;s packaged and highly polished writings against the Indian Guru <a href="http://www.saisathyasai.com/">Sri Sathya Sai Baba</a>. As it turns out, Tal Brooke&#8217;s alleged experiences with Sathya Sai Baba (and his subsequent defection) revolved around hallucinogenic and psychedelic drugs he was experimenting with at the time.</p>
<p><strong>The Bombshell Truth About Tal Brooke by Lisa De Witt:</strong></p>
<blockquote><p><em>The Bombshell Truth About Tal Brooke and His Connection to the U.S. Information Agency and CIA</em></p>
<p>Christian fundamentalist Tal Brooke was the first person to make lurid accusations against the famous Indian holy man, Sathya Sai Baba in his book, <em>Lord of the Air</em>. In the first of several revised incarnations <em>Lord of the Air</em> was published under his legal name, Robert Taliaferro Brooke, by Lion Publishing in 1976. The 1990 edition again titled <em>Lord of the Air</em>, then retitled <em>Avatar of Night</em> in 1999, was published by Harvest House Publishers-a Christian owned publishing company. Just two years earlier, in 1988, former CIA Director and then U.S. Vice President, George H. W. Bush chose Harvest House Publishers to print and market his autobiography, <em>Man of Integrity</em>. There was a photo of Bush Sr. with the Harvest House owner, Bob Hawkins Sr. on the company website until this article was published and that page has since been removed. <p>In another twist, Tal Brooke admits to taking LSD and being involved with a group called the Neo-American Church (new members received five peyote buttons and a membership card). The Neo-American Church was a pro-LSD organization founded by Arthur Kleps, a follower of LSD guru <a href="http://en.wikipedia.org/wiki/Timothy_Leary" target="_blank">Timothy Leary</a>. Kleps was alleged to be anti-semitic, first by the Dutch police who expelled him from the Netherlands and later a church associate who was so disturbed by Klep’s fascist ideology he separated his Colorado-based Neo-American Church from Kleps. This should probably come as no surprise given the name of Klep’s organization.</p>
<p>Tal Brooke, who graduated from the <a href="http://www.gmhsaa.org/1963.html" target="_blank">1963 Class</a> of George Mason High School in Falls Church, Virginia, has also used the alias Tai Brooke. Brooke writes very little about his family in <em>Avatar of Night</em>, other than to say his father was an American diplomat in London and an atheist. In the preface of a book titled <a href="http://www3.calvarychapel.com/library/smith-chuck/books/harvest.htm" target="_blank">Harvest</a> co-written with Chuck Smith, Brooke also wrote, <em>“I grew up in an atheistic home.”</em> In a later interview with Dan Wooding on Brooke’s <a href="http://en.wikipedia.org/wiki/Spiritual_Counterfeits_Project" target="_blank">Spiritual Counterfeits</a> website he revises his father’s belief system to agnostic. In his mother’s obituary on the savannahnow.com website, Tal Brooke’s father’s name is listed as Edgar Duffield Brooke. According to a National Security Files memorandum from the Kennedy Library, Edgar D. Brooke was appointed Director of Media Content for the <a href="http://en.wikipedia.org/wiki/United_States_Information_Agency" target="_blank">U.S. Information Agency (USIA)</a> by Edward R. Murrow in 1961. This bombshell evidence, which Tal Brooke has failed to reveal, shows Brooke’s father was in charge of the worldwide distribution of propaganda during one of the U.S.’s most racist periods in history. Famous civil rights leader Martin Luther King Jr. would be assassinated in 1968 and in 1971 it would be revealed there was a COINTEL program to discredit blacks and other worldwide organizations considered to be a threat to the U.S. agenda.</p>
<p>This information regarding Brooke’s father opens the question as to Tal Brooke’s true purpose in going to India in the late sixties. When Tal Brooke left India after two years, he alleges he had just canceled the publication of his pro-Sai Baba book and feared retaliation. Brooke opines in his book (1990 Harvest House edition),<em>“What the enemy might do I had long ago anticipated, was trump up a civil offense charge against me that would be enough to incarcerate me for years.”</em></p>
<p>In a conversation with an inspector, Brooke further opines, <em>“Listen to me. I came here on a diplomatic passport. Do you think I came here to do anything other than my intended mission of inquiry?”</em> Since a person with a diplomatic passport has diplomatic immunity, Brooke’s fear doesn’t make sense. The only way Brooke could most likely lose his diplomatic immunity is if he had been found to be a spy.</p>
<p>So the question is, why was Brooke traveling under a diplomatic passport and why was Brooke so afraid of being held even though he had a diplomatic passport? What was his intended mission of inquiry? Was he a spy?</p>
<p>This would certainly explain why Prime Minister Vajpayee and two former Chief Justices of the Supreme Court of India have signed a <a href="http://www.saisathyasai.com/baba/sathya_sai_baba_living_legend.html">public statement</a> declaring the allegations against Sathya Sai Baba to be concocted and malicious.<br />

<p><strong>Tal Brooke’s Conspiratorial Views And Beliefs:</strong></p>
<blockquote><p>Brooke has been a controversial figure in his writings that oppose New Age spirituality. Part of his interpretation of New Age is framed around a conspiracy theory. He regards New Age as a Satanic conspiracy through which people are spiritually seduced and they may even be controlled by demons. He also interprets New Age as part of the human impulse for self-worship, and tries to chart those impulses in the context of late Twentieth century western culture. However, his advocacy of a conspiratorial interpretation of New Age differs from the standpoint that was taken by the staff of the Spiritual Counterfeits Project prior to his presidency such as in the SCP Newsletter (January-February 1984) and in the SCP book The New Age Rage (published in 1987).</p>
<p>Brooke’s controversial stance on conspiracy theory formed part of a brief news report by Robert Digitale in Christianity Today magazine in January 1990. Digitale speculated on the apparent shift in perspective at the Spiritual Counterfeits Project under Brooke’s presidency and with changes in the personnel of the ministry’s board of directors.</p>
<p>Other evangelical countercult apologists, such as Elliot Miller (Christian Research Institute) and Douglas Groothuis, have rejected the conspiracy interpretation of New Age as proferred by other apologists such as Dave Hunt and Constance Cumbey. Although Miller’s and Groothuis’ books were published prior to Brooke’s When The World Will Be As One, many of the points Miller and Groothuis cite in objecting to conspiracy theories generally seem to apply to Brooke’s argument.<br />

<p>Even the internet is not immune to Tal Brooke’s paranoia and conspiratorial views. In Brooke’s book <em>Virtual Gods</em> (<em>“Lost in the Garden of Digital Delights”</em>, page 176), he argued that virtual reality on the World Wide Web will inevitably lead to a Godless universe. Brooke described global computer networking as the <em>“Tower of Babel”</em> and believes that the internet fosters an environment of <em>“the worst kind of alienation - from reality and from God”</em>. Brooke believes that by connecting to the internet, people are inspired to hide from <em>“reality”</em> and play God. Despite this amusing and poorly reasoned belief, Tal Brooke, the SCP, numerous Christian organizations and numerous Christian churches are all <strong>heavily</strong> invested and involved with the internet and their online solicitations pose an interesting contradiction.</p>
<p>Tal Brooke believes that Hollywood is also part of a conspiracy against Jesus Christ because it <em>“vigorously injects Eastern mysticism”</em> into the American culture through television, movies, dvds, etc. (as related in Tal Brooke’s interview with Russell Chandler, Redwood City, Calif., 23 November 1987). Some of the movies and films that Tal Brooke believes are brainwashing the public with demonic, satanic, New Age and Wiccan themes include: Clockwork Orange, Rosemary’s Baby, the Exorcist, Dr. Strangelove, Cocoon, Angel Heart, Harry Potter, Charmed, Sabrina the Teenage Witch (also see <em>“Spellbinding a Culture: The Emergence of Modern Witchcraft”</em>, SCP Journal 24 no. 4 year-2000: 8). Most of the articles that Tal Brooke authors or co-authors have to do with conspiracies against Jesus, conspiracies against the Church, conspiracies against the Bible and the <em>“great lies”</em> of Paganism, the New Age and the Occult.</p>
<p>There seems to be no end to Tal Brooke’s conspiratorial views. Everything <strong>non</strong>-Christian is taboo and holds the possibility of evil in Tal Brooke’s eyes. Therefore, it is of little surprise why Tal Brooke’s self-aggrandizing accusations (which have <strong>never</strong> been corroborated in 30+ years) and his smear campaigns against Sathya Sai Baba have had such little effect on Sai Devotees. As a matter of fact, it appears the only people who have gullibly swallowed Brooke’s Anti-Sai pabulum are fellow Christians and bitter Ex-Devotees (who can often be seen bashing Christians and Christianity).</p>
<p><strong>Tal Brooks - Lord Of The Airways:</strong></p>

<p>Over the years many folks have written me to say, <em>&#8220;I read a book by an ex-disciple who tells of his experiences with the Sai Baba. Some of the experiences (of a sexual nature) are shattering my belief system.&#8221;</em></p>
<p>My view is that &#8216;belief systems&#8217; which are based on secondhand stories deserve to be shattered because they can never support actuality.</p>
<p>Belief systems that do not support reality are most useful when they are outgrown. So, I say to my correspondents, do you want to outgrow yours in due course or do you want to burst it before the chrysalis opens? You see, more than one person has expressed alarm after having read Tal Brook&#8217;s opus, <em>&#8220;Lord of the Air&#8221;</em>, and some have felt &#8216;oh no, there goes my faith&#8217;. One can almost hear the chrysalis pop as doubt grows.</p>
<p>But then, that is after all Tal&#8217;s function: to bring doubt up and into view, and to bring it up sooner rather than later.</p>
<p>To aid that burgeoning effect, among Tal&#8217;s fans it is now claimed that <em>&#8220;all (3000) original copies of his first book were mysteriously destroyed&#8221;</em>-- as if some Darth Vadar like force had made the books vanish,or as if Tal is now a hero for making that book available, ( and for only $15.00-- a mere nine times the cost before the entire first printing mysteriously vanished.) Frankly the claim that Tal was <em>&#8220;silenced&#8221;</em> is absurd, in that Tal has been talking for a long, long time. Besides, I bought one of those 3000 allegedly destroyed copies in Higgenbottoms Books on MG Road in Bangalore, right out in the open, in 1978, long after the books were supposedly <em>&#8220;destroyed.&#8221;</em>. I suggest therefore that Tal had not been the <em>&#8220;victim&#8221;</em> of any dark force other than the green kind: money and envy. By that I mean that when Tal first published LORD OF THE AIR, he made no money on it, drew attention from but few carpers in India, but then a few years later apparently saw the bucks and the attention to be gotten from American fundamentalists. Poof. <em>&#8220;All the copies vanished&#8221;</em>, but are now available (at much higher cost).</p>
<p>Surely Tal deserves that, because according to Tal he is but an humble evangelist battling against Satan, waging holy war against all those dark forces that want to Silence The Son of God, battling like a simple man against mighty odds, with nary but a quill and a will. [cough]</p>
<p>I note that any humility in that battle, however, has never been Tal&#8217;s strong suit, since he intimates in print and on tv over and over, that Tal was THE number one disciple of Sai Baba-- or when Tal explains that the HEAD of the Ramakrishna Order was <em>&#8220;prepared&#8221;</em> to hand him monkhood, presto, just like that. Further, Tal is not surprised at any honour, since he was just soooo <em>&#8220;spiritually advanced&#8221;</em>, doncha know. (For those unfamiliar with the Ramakrishna Order, Tal&#8217;s story is like claiming the Pope saw you in a crowd, came over to you and said, <em>&#8220;You, yes You, I know you are not Catholic, but because you are so holy, I am naming You as Cardinal of Rome, now&#8221;</em>. Still, if you were like Tal, you would turn it down, as a station not becoming a person so Chosen and Special and Humble as yourself.)</p>
<p>As far as I can tell, Tal&#8217;s <em>&#8220;humility&#8221;</em> is like that; it is paramount to hubris-- at any rate, his fundamentalist talkshow appearances as well as his later books evidence why I hold that impression.</p>
<p>But no matter how proud or humble the fellow seems, at least Tal speaks from his own first-hand experience when he relates gossip. That establishes another honour for Tal: it makes him unlike the vast majority of all other online critics, in that Tal went to see Sai Baba for himself, (even though he later altered the experience to fan his fantasy. In his later stories, Tal enhances his 14 months in India into either &#8216;many years of intense discipleship under Sai Baba&#8217; or as &#8216;several years of close personal intimacy with Sai Baba&#8217;). Nowadays on talk shows Tal almost always <em>&#8220;mentions&#8221;</em> that he was &#8216;the number one western disciple of Sai Baba&#8217;-- a title which is not only bogus, (and is a title which Tal alone gave himself), but which is a status noone else with him in India attended.</p>
<p>In whatever way fourteen months has now become several years, or however whichaway scant interest in his first book somehow becomes &#8216;satanic forces arrayed against Tal&#8217;, his later efforts do show he has since advanced in one area in particular: he has learned the value of using <em>&#8220;doubt&#8221;</em> as his shill. But then, that is after all Tal&#8217;s function: to bring doubt up and into view, and to bring it up sooner rather than later.</p>
<p>Since you have read this far in my webpage, you know I feel doubt is very valuable, and certainly is not to be feared nor ignored. At least, that is true about doubt which arises from one&#8217;s own experience. Doubt that rises due to gossip, as Tal&#8217;s doubts example, is however just a word-vampire&#8217;s delight: it feeds on assumption, not fact, and leads to delusion, not clarity.</p>
<p>Still, over the years I have come across many folks who say, <em>&#8220;I read a book by Tal Brooke in which he tells of his experiences with the Sai Baba. Some of the experiences (of a sexual nature) are shattering my belief system.&#8221;</em> GOOD! Why? Why because it is good to stop imagining things. For example, some folks imagine Tal tells of his own experiences &#8216;of a sexual nature with Sai Baba.&#8217; That simply is not in the book. My correspondent, having read Tal&#8217;s Press Releases, might then say, <em>&#8220;Well, maybe so, but still Tal renounced the Baba and then turned to Christ and only then wrote this book.&#8221;</em></p>
<p>I might then reply: <em>&#8220;Do you think so? It looks to me like Tal simply re-wrote his journal, changing specifics here and there for drama, but please, tell me: What is it about Tal that convinces you he has turned to Jesus? As far as I can tell, Tal is using Jesus now in the same way he tried to use Sai then: as a front man. Tal is still promoting Tal; that is what he has ever done. Tal says he was The Number One Western Disciple Of Sathya Sai Baba, yet in fact he was neither numero uno, nor was he a disciple, nor was he chosen to be the Saint Paul of the Sai movement (as he ever strives to paint himself). So, please, just look closely at what Tal tells, and does not tell. For example, do you find him making any mention of Jack Hislop ?&#8221;</em></p>
<p>If, however, you yet enjoy Tal&#8217;s doubts, then know there are also three or four other such authors (such as Beyerstein and Premanand -- although Tal is unique in believing that Swami does real miracles-- because Sai is, according to Tal, The Devil incarnate. The other carpers assert only that Swami is <em>&#8220;just a fake out for the cash&#8221;</em>.) What matters to me however is not what others <em>&#8220;report&#8221;</em> second or third-hand, but what I experience.</p>
<p>Does your experience matter to you? If so, then what have men like Brooke or Beyerstein to do with you? Since you have read my webpage, surely you know I will say, <em>&#8220;examine *your* heart, examine YOUR experience, experience YOUR doubt. If you go around picking up the doubts of others so eagerly, then when will you ever address your own?&#8221;</em></p>
<p>One devotee read the first few chapters of Tal&#8217;s first book, then wrote to me saying, <em>&#8220;I am torn and do not know what to think.&#8221;</em> My reply is that then it is high time you looked very closely at the basis of your beliefs, is it not? That is the way to avoid any further tears. Why fear? After all, the TRUTH will set you free, you know.</p>
<p><em>&#8220;My faith in Baba was just growing and now I&#8217;m very confused.&#8221;</em></p>
<p>Faith that is not based in your own direct experience is not faith at all, it is imagination. Faith however will come when you root out imagination; it will come as a RESULT of your inquiry into the BASIS of your present doubts. So rather than fretting, I suggest this Tal story could be a very good thing for you, if you will undertake genuine sadhana and enquire within. <em>&#8220;I&#8217;ll bet you never expected to get this kind of letter.&#8221;</em> Ok, but please note that perhaps because I am so vocal online, I get letters from truly regal doubters more often than you can imagine. I think folks like to tell me about their secondhand doubts because they know I went through the same thing when I first heard Tal&#8217;s tale. (Tal is very good at what he does: sprouting doubts.) In the spiritual realm, like can attract like-- you know.</p>
<p>Relax; the truth is greater and more wonderful than any story anyone can spin-- and the truth is so far beyond gossip and fiction that doubt itself shudders in fear of seeing itself unmasqued.</p>
<p>Enquire within. Enquiry ends doubt.</p>
<p>But perhaps that sounds too distant or cold. If so, then for another view of the time Tal talks about, consider the first hand report of a fellow present there with Tal, but who saw it a mite differently than Tal did. The book is GOOD CHANCES , and is available from Toronto Bookstore. Still, since you have interest in Tal, you may know he has many more books at his own site , including a newsletter, videos, and cassettes, plus ample sermons.</p>
<p>Whatever you decide, my hope is that the Lord of all beings ever blesses you with His Loving Presence, so that doubt is seen as a conscious tool, not a hidden master.</p></blockquote>

<content:encoded><![CDATA[<p>According to <a href="http://www.ends.co.uk/">ENDS</a>, the European Commission is due to extend the scope and depth of the <a href="http://ec.europa.eu/enterprise/eco_design/index_en.htm">ecodesign legislation</a> already in place within the EU. It will increase the range of products to include clothing, cleaning products, waste water, furniture and buildings components. This is expected to strengthen the ability of the member states to tackle those products with the highest environmental impacts.</p>
<p>These development are coming through the European Commissions latest work on <a href="http://ec.europa.eu/environment/eussd/escp_en.htm">Sustainable Consumption and Production (SCP) and Sustainable Industrial Policy</a>. DEFRA are making worthwhile progress on the development of<a href="http://www.defra.gov.uk/environment/consumerprod/index.htm"> specific product roadmaps</a> for SCP policies and mechanisms.</p>
<p>One of the weaker elements of all these developments is the the lack of convincing policy frameworks and mechanisms for sustainable consumption. There is still much work to be done in this area as was seen in the open debates at the final <a href="http://www.score-network.org/score/score_module/index.php?cat_name=cat_t_sco_milestonedoc&#38;mst_id=30">SCORE conference</a> in March of this year.</p>

<content:encoded><![CDATA[<p>There are a selection of interesting short essays on design in an emerging world on the <a href="http://www.torinoworlddesigncapital.it/portale/en/index.php">Torino World Design Capital</a> website. They are a welcome contribution to the debate on design in the context of sustainable development.  For me they are a refreshing reminder that there is still momentum and debate in the design community on roles, perspectives and responsibilities.</p>

<title><![CDATA[Toekomst van de bieb - deel 2]]></title>

<content:encoded><![CDATA[<p>Van alle onlangs verschenen rapporten/evaluaties over de toekomst van de bibliotheek (landelijk) vind ik <a href="http://www.scp.nl/publicaties/boeken/9789037703511/De_openbare_bibliotheek_tien_jaar_van_nu.pdf">die van het Sociaal en Cultureel Planbureau</a> (SCP) (pdf, 3122 kb) het meest waardevol. Het <a href="http://www.scp.nl">SCP</a> beperkt zich als onderzoeksbureau logischerwijs tot inhoudelijke handreikingen na de beschrijving van twee sombere scenario’s waar ik <a href="http://biebkol80.wordpress.com/2008/04/06/voorspellers-van-de-toekomst-van-de-bieb/">eerder over schreef</a>.</p>
<h3><strong>Agenda voor de toekomst<br />
</strong></h3>
<p>Op 9 en 10 april werd in Lunteren door een ledenvertegenwoordiging van de <a href="http://www.debibliotheken.nl">Vereniging van Openbare Bibliotheken</a> (VOB) gesproken over te ondernemen acties om de vernieuwing voort te zetten en het tij van dalende leden- en leencijfers te keren. Hier gebruikten de dames en heren een “ruwe versie” van een agenda van de VOB (“Agenda voor de toekomst”, digitaal niet te vinden helaas) voor, waarin wordt geprobeerd tot een nieuwe strategie te komen. In de ledenvergadering van de VOB op 12 juni a.s. zal dit stuk vastgesteld moeten worden.</p>
<h3><strong>10 handreikingen SCP</strong></h3>
<p>Ik heb de hand weten te leggen op deze agenda en zal deze naast de handreikingen van het SCP-rapport leggen. Hieronder volgt allereerst een opsomming met daarbij mijn eigen uitleg van de aanbevelingen.</p>
<h4>1. Maak content beter vindbaar<a href="Geen"><img class="alignnone size-medium wp-image-119 alignright" style="float:right;" src="http://biebkol80.wordpress.com/files/2008/04/10geboden1.jpg?w=213" alt="" width="180" height="262" /></a><a href="Geen"></a></h4>
<p>Voor de gebruiker gaat gemak van het vinden van content (collectie in de brede zin van het woord) vóór kwaliteit.</p>
<h4>2. Maak de collectie hybride</h4>
<p>Fysiek en digitaal moeten één worden; daarbij internet als bron van informatie inzetten.</p>
<h4>3. Ga op de gebruiker af</h4>
<p>Ondanks het betrouwbare imago van de bieb, zoeken internetters steeds vaker zelf hun informatie. Blijf dus niet afwachten, maar zorg dat je buiten de grenzen van de eigen site kijkt en mensen bereikt via (drukbezochte) andere sites, of bijvoorbeeld via e-mail.</p>
<h4>4. Beschouw ontlezing en ontlening niet als onvermijdelijk en schrijf het boek niet af</h4>
<p>Groei van uitleencijfers bereik je door ruimere openingstijden, persoonsgerichte marketing en betere vindbaarheid van de collectie via internet.</p>
<h4>5. Personaliseer de dienstverlening en doe hiertoe marktonderzoek</h4>
<p>Klanten zijn bij een betrouwbare institutie als de bieb eerder bereid hun gegevens te laten gebruiken voor persoonsgerichte dienstverlening. Bovendien zijn de reeds beschikbare gegevens hiervoor veel beter in te zetten dan nu gebeurt.</p>
<h4>6. Diversifieer de toegang tot digitale content</h4>
<p>Zorg voor toegang tot digitale content (bijv. Krantenbank thuis raadplegen) en zorg dat de juiste content aan de juiste doelgroepen wordt aangeboden, eventueel als betaalde dienst.</p>
<h4>7. Maak keuzes in de gidsfunctie</h4>
<p>Focus op onderwerpen van maatschappelijk belang en bouw daar een fysieke en digitale collectie omheen.</p>
<h4>8. Steun burgers bij de ontwikkeling van informatievaardigheden en, breder, mediawijsheid</h4>
<p>Help klanten zelfredzaam te worden in de omgang met informatie en media.</p>
<h4>9. Zorg voor lokale verankering enerzijds (frontofficetaken) en landelijke verankering (backofficetaken) anderzijds</h4>
<p>Organiseer dienstverlening landelijk waar dat efficiënter is en lokaal wanneer maatwerk vereist is.</p>
<h4>10. Diversifieer de dienstverlening van de fysieke vestigingen</h4>
<p>Vooral grote steden kunnen het aanbod in diverse vestigingen aanpassen aan de wensen en behoeften van de betreffende wijk.</p>
<h3><strong>3 kerndoelen VOB</strong></h3>
<p>De handreikingen van het SCP zijn terug te vinden in de uitgangspunten die de VOB in drie doelen formuleert. De kern van het betoog van de VOB is dat meer <em>focus</em>, <em>regie </em>en <em>tempo </em>nodig is in de bibliotheekbranche en daarbij horen de volgende drie kerndoelen:</p>
<h4>1. Inspelen op de behoefte</h4>
<p>Marketingstrategie is vereist, vooral behoefte aan goede service en personalisatie van de dienstverlening. Toewerken naar een franchiseorganisatie met een gezamenlijke winkelformule, huisstijl (slogan?) en tariefsysteem (halleluja!).</p>
<h4>2. Verbetering van het aanbod en de dienstverlening</h4>
<p>Nieuw bibliothecair opleidingsprogramma, landelijk HRM-beleid, lerende netwerken en concurrerende salariëring. De complete <a href="www.worldcat.org/">Collectie Nederland</a> beschikbaar maken voor iedereen, betrouwbaarheid en afhankelijkheid bieden.</p>
<h4>3. Verbetering van de infrastructuur en de beschikbaarheid</h4>
<p>Eén heldere internetpresentatie voor alle openbare bibliotheken: de digitale bibliotheek Nederland met gepersonaliseerde toegang. Meer gedifferentieerde inrichting van filialen (supermarktmodel).</p>
<h3><strong>Centrale aanpak</strong></h3>
<p><a href="Geen"><img class="alignnone size-medium wp-image-120 alignleft" style="float:left;" src="http://biebkol80.wordpress.com/files/2008/04/geld.jpg?w=300" alt="" width="207" height="112" /></a>Deze kerndoelen omvatten de branchestrategie tot 2012 en in de rest van de agenda wordt nader ingegaan op wat er voor nodig is om deze doelen te bereiken. Wat mij in dit stuk opvalt is dat de nadruk erg ligt op de centrale aanpak en wel vanuit de VOB. Dat is logisch als je bedenkt dat de vernieuwingscenten voor de komende vier jaar nog verdeeld moeten worden. Je kunt als VOB op z’n minst een poging doen om zoveel mogelijk daarvan binnen te slepen.</p>
<h3><strong>Wat wil de klant?</strong></h3>
<p>De nadruk in de handreikingen van het SCP-rapport ligt veel meer op de klant; bouw een relatie op met je klant, behoud deze klant door een voor hem interessant aanbod te doen. Dan moet je toch eerst weten wat deze klant wil en daarvoor is marktonderzoek nodig.<br />
Marktonderzoek is in de bibliotheekbranche een ondergeschoven kindje; we meten al jaren wat onze (trouwe) klanten van ons vinden, maar zo kom je er natuurlijk nooit achter wat minstens 75% (inclusief de minder trouwe klanten) van de overige inwoners eigenlijk vindt van de bieb, waarom ze er niet of nauwelijks komen en hoe wij hen wel zouden kunnen verleiden tot (vaker) bezoek en/of lidmaatschap van de bieb.</p>
<h3><strong>Concreet alstublieft!</strong></h3>
<p><a href="http://biebkol80.files.wordpress.com/2008/04/hurdles_runners_athlete_268123_l.jpg"><img class="alignnone size-medium wp-image-121 alignright" style="float:right;" src="http://biebkol80.wordpress.com/files/2008/04/hurdles_runners_athlete_268123_l.jpg?w=300" alt="" width="223" height="148" /></a>Ik zou zo graag concrete acties zien (<em>tempo</em>!), in plaats van al dit gepraat over toekomstvisies en –strategieën (al doe ik er nu zelf ook aan mee!). Het franchisemodel is niet nieuw, daar hebben ‘we’ het al jaren over met elkaar. Maar voer die plannen dan gewoon eens uit, doe iets. Laat subsidiestromen zo snel mogelijk bij de uiteindelijke ontvanger uitkomen zodat er snel wat mee gedaan kan worden. Schrap de provincie uit die stroom. Zet een landelijke imagocampagne op, dit jaar nog. Doe iets, dus. Maar laat minister Plasterk eerst (rond de zomer?) maar eens uitspraak doen over de besteding van de centen. De precieze bedragen zijn nog niet bekend, maar dat we het over miljoenen hebben, is zeker.</p>
